Overview: International Business & Technical Consultants, Inc. (IBTCI) is seeking an experienced M&E Specialist for the USAID Bureau for Humanitarian Assistance (BHA) Iraq’s Monitoring Project, working in all provinces of Iraq. IBTCI established a TPM system to provide BHA with high-quality data to assess the status of relief programs and inform future programming decisions based on lessons learned. The Monitoring & Evaluation Specialist position will oversee M&E activities, manage M&E staff, and liaise with BHA and partners to ensure timely and high-quality submission of project deliverables. USAID is intending a one (1) year base period with three (3) one-year options to extend. This position is contingent upon the USAID award.

Essential Duties/Tasks and Responsibilities:

  • Design data collection tools for third-party monitoring site visits in alignment with BHA’s areas of humanitarian focus.
  • Relevant experience in working and leading Third-Party Monitoring (TPM) Efforts.
  • Leads in training site visit monitors to use the data collection tools
  • Clean data as it is received and analyze it to develop findings.
  • Draft/write findings up into concise reports that include data visualizations.

Qualifications

Minimum Requirements:

  • Minimum of seven (7) years of progressively responsible experience in monitoring and evaluation (M&E). Within the 7 years of experience, the M&E Specialist should have at least two (2) years of experience managing teams and at least one (1) year of quantitative and qualitative field research experience working in conflict zones or complex emergencies.
  • Previous experience providing technical support to third-party monitoring projects, M&E support projects, and/or large-scale evaluations.
  • Previous experience working on programs implemented in Iraq is desirable.
  • Exceptional analytic, interpersonal, and team management skills.
  • Excellent oral and written communication skills in English and Arabic.

Education: Bachelor’s degree in international affairs, social science, or a related field. A master’s degree in international affairs, social science, statistics, or a related field is highly desirable.

Working Environment: Work is performed in a typical corporate office environment.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: No travel is required.

Work Authorization: The candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
