The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, emergency preparedness and response and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and Disaster Risk Reduction, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

Australia’s support to Fiji’s Health Sector (referred to as the “Fiji Health Program” or FHP) works in partnership with the Ministry of Health and Medical Services (MHMS) to:

  1. Reform public health services to provide a population-based approach for disease and the climate crisis.
  2. Increase access to quality, safe and patient focused clinical services; and
  3. Drive efficient and effective management of the health system.

FHP invests about AUD 5-6 million per year in strengthening health services through a range of projects. These cover the COVID-19 response and vaccine roll-out, mother and child health, non-communicable diseases, patient safety and quality care, rehabilitation services, supply chain reforms and digital and health information. The assistance is delivered through modalities including technical advice, procurement of services and goods, capacity building and training support, and grants to civil society organisations. Across all projects and areas of support, FHP seeks to identify ways to support MHMS to improve gender equality and disability and social inclusion in health services, making them more accessible and higher quality for those who most need these services. FHP also provides support to prepare for and respond to natural disasters, particularly tropical cyclones, and public health threats.

The Position

The MEL Associate Specialist will assess FHP’s performance helping Fijians to access safe, effective healthcare, and deliver useful written and verbal information to FHP managers and stakeholders.

The Associate Specialist will support FHP’s Design and MEL Specialist to manage the Program’s MEL activities, including maintaining FHP’s results framework, conducting monitoring visits, collecting evidence against the Program’s results framework, and evaluating the performance of various aspects of the Program.

The Associate Specialist will help manage regular reflective and learning processes and contribute to Facility reporting to the Australian Department of Foreign Affairs and Trade (DFAT), through clear, concise written reports.

The Associate Specialist will ensure the integration of gender equality, disability, and social inclusion (GEDSI) into FHP MEL systems, including into FHP’s results framework and monitoring activities.

The Associate Specialist will also contribute to the Facility’s broader MEL approach and approach through advice on MEL tools, processes, and guidance.

The Person

The MEL Associate Specialist will have proven experience managing the development and use of MEL systems. Successful candidate will be a mid-career MEL expert, able to facilitate complex MEL processes, including evaluations and reflective processes. They will also be able to interpret both qualitative and quantitative data.

The ideal candidate will be able to manage a wide range of relationships with our partner government, DFAT and other stakeholders. They will have the expertise to present performance information to senior managers, including through drafting clear reports and case studies that meet our stakeholders’ needs.

The candidate will be an ethical MEL practitioner, keen to engage with a wide range of people and to seek their views. This includes engaging with men and women, boys and girls, people with disabilities and people from diverse backgrounds.

They will demonstrate understanding principles of Gender Equality, Disability and Social Inclusion (GEDSI) and safeguarding standards including Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) and Child Protection and how they are applied to MEL.
