Tdh:
Tdh works in Palestine since 1973 and in Jordan since 2007, in both countries in close collaboration with recognized local partners and thanks to the funding of several international donors. Since end of 2018, based on contexts needs and global strategic decisions, both delegations have been gathered under one common entity, a Multi-Countries Delegation (MCD).
The main coordination office of the MDC is located in Amman (Jordan) and there are 2 sub-offices 1 in Jerusalem and 1 Gaza (Palestine)) in addition to several other areas of implementation through local partners
Context:
The MCD Program Coordinator is the head of the programme department, in charge of supervising and leading the programme development and implementation in Tdh Jordan and Palestine. You are a member of the Senior Management Team (SMT) and report directly to the MCD Representative (CR). The MCD Program Coordinator is responsible to ensure an accurate, proper, timely and high-quality implementation of the programme in Tdh MCD mission, that means you have a major responsibility for the projects strategic orientations, steering and outcomes.
The three main tasks of this function are:
· Programme strategic steering: strategically lead and guide the development of the MCD programme framework in collaboration with the regional programme coordinators, in line with the country Theory of Change and Strategic and Fundraising plans.
· Projects Cycle Management (PCM): in line with Tdh Jordan and Palestine delegation Project Management Rules, supervise and support the programme team throughout the PCM to manage effectively and efficiently for sustainable results.
· Programs Technical quality: ensure, the technical quality of the approaches and projects implemented, as well as the capacity-building of the technical skills of Tdh staff and partners.
Responsibilities:
Strategy and Policy
· As a member of the SMT, contribute together with the other coordinators in periodically reviewing, analyzing and implementing the MCD Strategic Plan and in the formulation of the annual strategic priorities and action plans.
· Ensure that Program Visions and Approaches within the MCD fall into the framework of the MCD Strategic Plan 2019-2021; Moreover, ensure that they contribute to the achievement’ objectives of the MCD Strategic Plan.
· Develop and ensure follow-up of a proper implementation of yearly Action Plan – which set the key objectives and their prioritization of Program Department. For this purpose, regular review of the Action Plan has to be organized, at least on a quarterly basis with your team located in Jordan and in Palestine.
· Ensure a full understanding, appropriation and use of key Tdh policies, manuals, processes and tools in Program department.
Programme Strategic Steering
· Lead the process and responsible for developing the programme strategies of Tdh Jordan and Palestine, in line with the vision and strategic objectives of the MCD as well as with the global and regional programmatic approaches and plans.
· Ensure that the both countries strategy programmatic objectives are fully embraced and implemented by the programme team to ensure sustainable change and impact.
· Under the supervision of the MCD Representative, guide the process of developing advocacy messages and position papers towards the national and international stakeholders in line with the programmatic and MENA regional advocacy approach.
Internal Coordination
· Chair the Programme Management Coordination Meeting – at least on a monthly basis in Jordan and in Palestine – according to the internal meeting set up of the MCD and as required by the MCD Representative.
· Participate in the MCD monthly update coordination meeting, chaired by the Country Representative.
· Participate in the monthly SMT meeting, chaired by the Country representative.
External Coordination
· In agreement with the MCD Representative, ensure regular attendance of Tdh in relevant Coordination meetings at National and Local level and that a proper dataflow/information restitution within the Program Department, and with others Departments where appropriate, is done;
· Under the supervision of the MCD Representative, represent the organization locally to partners, donors, (I)NGOs, International Organizations and local authorities, and report interview findings to the MCD Representative.
Projects Cycle Management (PCM)
· Ensure that a needs assessments and situational analysis are preceding the project/programme design/re-design and development in close collaboration with Q&A department.
· With the support of the MCD Grants Management Officer, take the lead on the proposal development grant writing processes of the MCD, through facilitating the proposal writing process, directly providing and/or supporting the project managers (PM) in contributing to the proposal development;
· Take the lead, with the active collaboration of the PM involved, for each new project or new phase of project to the organization, coordination and conducting of the kickoff meetings.
· Oversee and reinforce the setup of a functional planning mechanism for effective project implementation, including the periodical revision and adaptation of the planning tools and their frequency.
· In collaboration with the Q&A Coordinator, ensure an M&E framework (M&E plan, M&E tools, analysis) is in place and properly implemented for every project of the MCD.
· Staff Management and Capacity Building
· Ensure that appropriate and harmonized Program Department set up is in place and when it is needed, propose review of organigrams and Job Description of your teams to MCD Representative for validation.
· Provide direct daily line management leadership to the programme team ensuring they are all supported and guided to manage their projects and teams; And define the yearly key professional objectives (KPO) for each subordinate.
· Lead hiring and orientation of new programme staff under your line management, in coordination with the HR, including finalizing the JDs, developing and reviewing written tests, participating in interviews, etc.
Programs Technical quality
· Ensure that MCD programmes and projects apply best development and humanitarian principles and models of intervention, including global child protection standards and they meet the quality standards set by the organization.
· Provide technical support and guidance to your team, in order to ensure an excellent level of quality of the projects implemented, compliant with the international standards, but also to those of Tdh and donors.
Profile :
- Education: University (Master) degree in relevant field
- Language: Excellent oral and writing skills in English, Arabic an asset
- Previous experience with an INGO is mandatory: in the field of child protection in a longer-term approach/LRRD/protracted crisis/resilience/Access to Justice and Migration is a strong asset
- At least 3 years of experience on a coordination position covering xxxxx
- Previous experiences in the MENA region, especially Jordan and/or Palestine, would be a distinct advantage
- Previous relevant experience and extensive knowledge of project design and experience in project development (strong knowledge and skills in M&E is especially important)
- Strong experience in developing strategies as well as local partnerships.
- Large experience of major institutional donors (UNOCHA; ECHO; SDC; AFD) and significant projects;
- Experience undertaking field assessments; exploratory missions; baseline and endline survey.
- Previous relevant experience and excellent competencies in human resources management and good managerial skills (local and expat teams
Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.
Salary :
Expatriate contract under Swiss regulations 3’800 CHF (~3’100 €) < > 4’850 CHF (~4’000 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Duration: 12 months
