Zimbabwe: PSI has established a new branch office in Zimbabwe after supporting the 23 year old PSI/Zimbabwe Trust – now renamed Population Solutions for Health – to deconsolidate and achieve full financial and operational independence as a deeply rooted Zimbabwean local entity. The new PSI branch office will remain with prime award responsibility across multiple existing funding streams with PEPFAR/USAID, the Bill and Melinda Gates Foundation and Sweden through to the completion of those investments, with PSH moving into an independent subpartner role leading service delivery in HIV and SRHR programming, VMMC sustainability, and client centered campaigns to address social norms in Zimbabwe. While PSH will lead implementation in Zimbabwe, PSI has an essential strategic and technical role to play in providing light touch TA to the mixed health system in the areas of insight gathering and application for improved consumer-centered programming, digital health and monitoring, and adaptive implementation and learning, including support for world class documentation and dissemination of the lessons learned, best practices, approaches and tools developed to catalyze communities of practice in Zimbabwe and beyond. PSI has a role to play in implementation areas unique to the international organization, such as independent fundholding under results based financing of HIV service delivery and safe abortion advocacy, education and communications. The high capacity, deeply rooted PSI – PSH partnership has tremendous potential to deliver together on the vision of achieving consumer powered health care through shaping mixed health systems, shifting policy and funding, and strengthening capacity within the Zimbabwe mixed health system and beyond.

Kenya: PSI implements cutting edge programming in Kenya to improve women’s access to vital reproductive health services, WASH, Malaria, HIV prevention and treatment, NCDs and malaria programming. PSI has been measurably improving the health of Kenyans since 1989. PSI programs in Kenya are mostly implemented through in-country partners across Kenya, majority being through our Independent Network Member, PS Kenya.

PSI seeks a Multi-Country Director of Administration and Finance to guide and capacitate financial operations and compliance in Zimbabwe and Kenya with a heavy level of effort in Zimbabwe for leading prime, first- and second-tier subaward compliance between PSI, Population Solutions for Health and in-country second-tier subpartners and financial operations in Zimbabwe across multiple funding streams. The Multi-Country DAF will be key personnel as Director of Finance Operations on a flagship USAID-funded program in Zimbabwe and responsible for all prime award financial compliance and reporting. In Kenya, the Multi-Country DAF will also work closely with the Global Services Office (GSH) in Nairobi to ensure contract compliance, prepare, manage and execute program budgets.

In both countries, s/he will provide strategic leadership and oversight and maintain sound PSI accounting systems and compliance with global finance policies and procedures. he successful candidate will lead on Financial reporting, Budget development and management, Audits, Legal, Operational Management and Administration and Sub-Award Management, and for developing and overseeing such departments as Finances and Administration at prime and subpartner levels in a capacity strengthening approach.

Responsibilities

Your contributions

  • Maintain sound financial policies/procedures, systems, and practices for effective management on procurement and disbursement. Account for all financial resources to keep in compliance with PSI Global accounting policies, funder requirements and local law where required. Work closely with the Finance Managers to prepare submission of monthly financial packages to PSI/W and to ensure complete, accurate and timely recording and reporting of transactions; Coordinate with Programs to achieve objectives for donor reporting. 30% of the Time
  • Ensure finance operations, IT, procurement, warehouse, Subaward and fleet management activities are delivered efficiently, where appropriate; Establish and support suitable accounting, asset management and general administrative systems and personnel. Ensure adherence to PSI Global Responsibilities Matrix Conduct review the quality of business operations systems and activities and provide support, where necessary; Ensure oversight and quarterly supervisory visits to field offices / warehouse to review the quality of business operations systems and activities and provide support, where necessary. 20% of the Time
  • Work closely with Finance team to prepare submission of monthly financial packages to PSI/W and to ensure complete, accurate and timely recording and reporting of transactions; Coordinate with Programs and co-lead monthly review and analysis of financial reports and reconciliations with attention to how resources can be better allocated to achieve program objectives, Budgeting, Financial Analysis, Modifications and Activity realignments and Donor compliance; Validate monthly common cost analysis and update cost ratios to ensure compliance with PSI’s global policy; 20% of the Time
  • Coordinate monthly reporting process from sub-awardees and joint programmatic and financial reports reviews, ensuring that costs are in line with the progress on delivery and implementation and that budget variances explanations are provided. 10% of the Time
  • Support preparation and successful conclusion of internal and external auditing activities including annual donor audit reporting; Successful implementation of Audit recommendations; Engage any legal issues confronting the organization and minimize risk; Review and test controls to ensure Office systems are compliant with PSI Global Services Finance, Grants and Contracts policies, donor requirements, as well as Country laws. 10% of the Time
  • Strengthen capacity of finance and administration teams, direct reports and subpartner teams in an organization capacity assessment (OCA) and strengthening approach . 10% of the Time

What are we looking for?

  • Bachelor’s Degree (or international equivalent) in Finance, Accounting or a related field or a professional qualification in accounting (eg, CPA/ ACCA or equivalent)
  • At least 10 years of related work experience in finance/accounting positions in a country office or headquarters environment. Equivalent combination of relevant education and experience may be substituted.
  • Demonstrated subject matter expert, including complex budgeting and expenditure analytics with USAID and the Bill and Melinda Gates Foundation.
  • Working knowledge of ERP systems such as QBE or Lawson.
  • Expert Excel user.
  • Ability to proactively manage complexity and complex problems, including root cause analysis and influencing solutions through others.
  • Passion for working with minimal supervision, for exercising independent judgement to achieve outcomes and for taking calculated risks where agreed with senior leadership.
  • Ability to work effectively with and through others, using judgement, timing and persuasion to gain alignment in the face of differences of opinion, and planning/assigning work, scheduling, coaching and measuring the work of others.
