Purpose and Objectives:
Background:
The Asian Disaster Preparedness Center (ADPC), established in 1986, is a non-profit, autonomous international organization, and non-political in management, staffing, and operations. ADPC has been created for scientific, educational, developmental, and humanitarian purposes that work to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific region.
ADPC has more than 35 years of working experience in Asia along with the national and local Governments of its founding charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC works to strengthen disaster risk reduction at all levels, from regional to national, sub-national, and even to local community levels. ADPC aims at supporting governments, strengthening institutions, and building capacity for mainstreaming DRR into development processes. It includes developing institutional systems, assessing disaster risks, undertaking programs for disaster risk reduction and adapting to climate change, etc. Further details on ADPC and its programs can be found at www.adpc.net.
ADPC has been implementing a range of disaster risk reduction activities in Bangladesh over the years. The primary objective of this consultancy assignment is to support the Government of Bangladesh and other key stakeholders in achieving an integrated approach for disaster preparedness and response at national, sub-national, and community levels, specifically under the following ongoing programs:
1) Strengthening Emergency Preparedness and Resilience in Bangladesh (SERB)
2) Bangladesh Preparedness Partnership (BPP)
Purpose of the Assignment:
The primary purpose of the assignment is to support and provide technical assistance in the implementation of activities for Standing Orders on Disaster (SOD 2019) Operationalization activities under SERB and BPP programs.
The Consultant will be responsible for providing technical support in developing the Multi-Hazards Emergency Operation Plan (MHEOP) for Bandarban, Rangamati, and Cox’s Bazar Districts and disseminating it at the district level with multi-stakeholders. Additionally, the Consultant will review the guidelines and policies mentioned in SOD 2019 and identify/prioritize in consultation with MoDMR and DDM to update/formulate at least 01 essential guideline/policy for dissemination at the national level. The Consultant will develop a Policy Brief on SOD 2019, Assessment report of Emergency Operation Center (EOC) and conduct consultation meetings with relevant stakeholders from national to the local level. Other subsequent activities shall be performed by the Consultant as stated in the ToR.
Responsibilities and Tasks:
● Plan, coordinate, and organize consultation meetings with DDM, MoDMR, DMCs, and other relevant stakeholders at the national, sub-national, Upazila, and community levels.
● Lead the development of related tools, guidelines in line with SOD procedures
● Plan and lead consultation meetings and workshops with District Disaster Management Committee, Traditional Administration of Hill Tract Administration & Local stakeholders to develop Multi Hazards Emergency Operation Plan at District level.
● Facilitation and preparing meeting minutes for all the meetings and workshops under the contract
● Submit the development of the error-free deliverables before final printing and giving clearance to print
● Conduct field visits as required
● Lead the design and conduct of a national and local level dissemination workshop/ meeting to share the developed plan, tools, guidelines, policy brief as per the contract.
● Other duties and responsibilities as assigned by the Director, Preparedness for Response and Recovery Department
The responsibility of ADPC as a whole is to work, guide, and provide support to the consultant in achieving the program deliverables in a timely and quality manner.
Working Principles:
In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Senior Project Manager, PRR based in the Bangladesh office under the overall guidance of the Technical Lead- Emergency Preparedness under the Preparedness for Response and Recovery (PRR) Department of ADPC.
Qualifications:
Required Qualifications and Specifications
● Masters degree in Business Administration, Strategic Development and Planning, Social Science, Sociology, Development Studies, Disaster Management, Emergency Management, Environmental Science is essential.
● Minimum 15 years of professional experience in national and international development agencies with sound experience in SOD Operationalization activities and Emergency Response/Operation planning considering Multi-Hazards and development of reports.
● Demonstrated experience of SOD Operationalization strategy, Multi Hazards Emergency Response/Operation planning (MHEOP), Functionality analysis of Emergency Operation Center, and developing issue-based policy briefs.
Preferred Qualifications:
• Self-motivated, proactive, and takes initiatives; demonstrated ability to plan, and organize work & time independently;
• Verbal and written communication skills in English are essential.
• Good understanding and Practical Experience on Multi-Hazards Emergency Operation Planning and reporting
• Excellent interpersonal skills, team-oriented work style, and experience in working in a multicultural environment;
• Strong desires to learn, undertake new challenges, must be a creative problem-solver and must have self-confidence.
• Willingness to work hard, good sense of humor but with seriousness about the quality and excellence of work in a team approach to complete deliverable timely and qualitative manner

Duty Station:
