Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach, which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

COUNTRY PROFILE

REACH has been operating in Somalia since 2012 and has multiple research cycles including two large-scale national assessments (Joint Multi-Cluster Needs Assessment and Detailed Site Assessment) as well as several other smaller assessments all aimed at providing intersectoral analysis of the response. In addition, there is a cash and markets team, which provide third party monitoring to the largest cash consortium in Somalia and Joint Market monitoring for the Shelter, NFI and WASH clusters.

Position Profile:

Under the line management of the REACH Assessment Officer, the REACH MSNA Assessment Officer is responsible for overseeing the planning, implementation and follow up of the MSNA, in close coordination with other team members and with relevant external partners. In doing so, the MSNA Assessment Officer will ensure an effective management of and close working relationship with staff on related projects and other resources.

In his/her mission, the MSN Assessment Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, Administration, and relevant HR, Logistics and Finance rules and regulations.

FUNCTIONS

  1. COORDINATION

Under the supervision of the Senior Assessment Officer, the AO will be responsible for coordinating with all relevant stakeholders, including the IM and Assessment Working Group, the humanitarian coordination structure, and relevant Cluster partners throughout all stages of the Research Cycle. In addition, the AO will be responsible for coordinating with other departments from ACTED (finance, logistics, etc.) to ensure a smooth implementation of assessments.

  1. RESEARCH DESIGN

Under the supervision of the Senior Assessment Officer, and in collaboration with all relevant stakeholders, the AO will be responsible for designing assessments by preparing terms of references, data analysis plans and sampling strategies and ensuring that the Research Design for the project is comprehensive, and follows the ACTED research best practices/quality standards.

  1. IMPLEMENTATION

Under the supervision of the Senior Assessment Officer, and in collaboration with all relevant stakeholders, the AO will be responsible for supporting the implementation of all operational stages of the relevant data collection exercise(s), both qualitative and quantitative, including tool and methodology design, coordination of data collection, data cleaning, and data analysis. The AO will work closely with GIS and data colleagues within and will be expected to coordinate closely by having constant, timely and effective communication with the different teams to ensure all relevant team members are aware of their roles across the research cycle and the assessment is conducted in a timely and accurate manner.

  1. OUTPUT PRODUCTION

Under the supervision of the Senior Assessment Officer, and in collaboration with all relevant stakeholders, the AO will be responsible for producing and/or overseeing the production of all relevant outputs related to the data collection exercise. These outputs may include cleaned datasets, factsheets, situation overviews, maps, reports, and online dashboards. The AO is required support in the development of work plans and to ensure that all team members follow the designated timelines in delivering the results of all the stages of the assessment. The AO will ensure the writing and review of lessons learnt and monitoring and evaluation matrices for the assessments.

  1. DATA CONFIDENTIALITY AND PROTECTION

The MSNA Assessment Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with ACTED data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to ACTED and its partners or collected during his/her assignment with ACTED.

QUALIFICATION:

  • Academic Excellent academic qualifications, preferably including a master’s degree in relevant discipline.
  • Research skills Proficiencyand proven experience with research methods. Excellent analytical
  • Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are an advantage, Experience with InDesign an asset.
  • Years of work experience At least 1 years of relevant working experience. Experience in humanitarian settings highly desirable.
  • Experience in humanitarian emergency setting
