In March 2024, USIP’s Latin America Program (LAP) launched the “Fostering Citizen Support for the Rule of Law” project in San Salvador, El Salvador, under an Interagency Agreement (IAA) with the U.S. Department of State – Bureau of International Narcotics and Law Enforcement Affairs – for a three-year period to increase public support for the rule of law by creating stakeholder networks, facilitating dialogues between citizens and authorities, engaging the public on local rule of law issues, and developing local youth in peacebuilding and leadership skills.
The Municipal Coordinator will be based in one of four municipalities in El Salvador: La Paz Este, Sonsonate Este, Sonsonate Centro, or Usulután Norte, and will be the municipal focal point for the development of the dialogue and rule of law components. The Municipal Coordinator will also have a primary role in the implementation of all three project components: research and consultation, building support for the rule of law through dialogue, and youth empowerment. The Municipal Coordinator also reports to the Rule of Law and Security Dialogues Project Officer (PO) and will work closely with the Youth Project Officer (PO) and MEL Specialist to ensure alignment with the overall project mission.
Among other activities, the coordinator will support in the management of communication and relations with key entities and people within their municipality, the organization and coordination between the different sectors and actors of society, the logistics and administrative aspects for the development of different project activities including workshops, trainings and others, and will actively participate in exchanges to learn best practices from other cities, districts and other municipalities involved in the project. The coordinator will also support in the facilitation, development and maintenance of dialogue processes between society, local authorities, justice providers and support for the creation of local projects to promote a culture of peace based on the rule of law. Likewise, the coordinator will be the liaison with the municipality and other social organizations located in the municipality, to facilitate the implementation of the
project objectives and activities. Close coordination with San Salvador for the planning of activities taking into account the priorities, needs, and opportunities of their municipality is essential.
The Municipal Coordinator position is based in the selected municipality and will report to the Project Officer (PO) – Rule of Law and Security Dialogues and will also coordinate with other Municipal Coordinators and the Operations and Finance Specialist (OFS) for the execution of projects in the municipalities where the Project will be implemented.
This position is a full-time Personal Services Contractor (PSC) position for a host country contractor (Salvadoran national).
POSITION SUMMARY
Development and Implementation of Activities:
* Manages the effective implementation of actions under component 2, and dialogue activities, including support for curriculum development, partner training workshops, community-led activities, national and international exchanges, events and roundtables, among others;
* Provides atmospheric reports on their municipality, providing details that feed into the implementation of project activities.
* Supports the design, development, coordination and/or facilitation of community dialogues between municipal government, security providers and society.
* Identifies, strengthens, and maintains critical relationships for the project, including the development of relationships within municipalities, in particular with local government, security providers and society and the creation of strategic alliances across diverse sectors of society.
* Convenes, mentors, and supports the selection and recruitment of key participants for project activities.
* Writes reports on the results of project meetings, dialogues and consultations held in municipalities and communities.
* Supports POs and MEL Specialists in drafting and presenting documents on actions implemented in the municipalities.
* Supports in the development and review of project plans and methodologies.
* Supports in the coordination and logistics of actions for the proper development of effective research and consultancies of the Project and in the municipality.
* Collaborates with the Youth Project Officer (PO) and MEL Specialist, in actions for municipal articulation with youth and in processes related to monitoring and evaluation.
* Provides periodic written updates on the implementation progress for their component and inputs to the USIP, as well as to project stakeholders.
Administration and Logistics
* Ensures that all Project activities are carried out within the planned timeframes and in a manner that meets the project standards and objectives.
* Manages administrative and logistical documentation necessary for the development of dialogues and other events to be held in the municipality and its districts.
* Complies with USIP policies and procedures and the efficient and effective use of financial resources.
* Participates in the planning of actions and development of documents for the management of the life cycles of municipal activities, including monitoring delivery dates and responding to routine queries from partners (local government, district authorities, municipal/community representatives, others).
* Supports the PO – Rule of Law and Security Dialogues in the preparation of inputs for monthly, quarterly and annual reports for international and external stakeholders of the project.
* Plans and manages public and private events corresponding to the planning of the Project in close coordination with the Finance and Operations Specialist and the administrative assistant.
* Supports the organization of internal and external meetings with municipal partners to ensure the timely and efficient execution of Project Components 2 and 3.
* Develops and manages the execution schedule for Project Component 2 with strategic stakeholders at local level.
* Ensures the organization and preservation of Project Component 2 documents in SharePoint.
Other tasks:
* Travels frequently to the districts of the municipality and meetings at the USIP headquarters – San Salvador.
Perform other assigned tasks.
QUALIFICATIONS
* Bachelor’s degree in Public Administration, Project Management, Education Sciences, Political Science, Conflict Resolution, Peace Studies, International Affairs or related field in the Social Sciences area.
* At least four (4) years of relevant work experience in project coordination preferably on issues related to the Rule of Law, dialogue processes, culture of lawfulness or civic and community participation, culture of peace.
* Demonstrated experience in project design and execution, including budget management.
* Demonstrated experience in building partnerships between strategic local actors, including local government, civil society organizations, security providers, faith-based organizations and the business sector.
* Demonstrated project management and problem-solving skills.
* Experience in dialogue facilitation and curriculum design/pedagogical methodologies preferred.
* Ability to work closely with local government, public and private institutions, key stakeholders of the assigned municipality.
* Ability to write in various formats and for various audiences.
* Strong time management skills, prioritizing work, and meeting deadlines.
* Oral and written fluency in Spanish. English is preferred but not required.
* Demonstrated ability to develop effective working relationships. Strong interpersonal skills, including cross-cultural communication.
* Ability to work independently and with little supervision.
* Proficiency in Microsoft Office and other programs for preparing reports and presentations.

CUALIFICACIONES
* Bachelor’s degree in public administration, project management, educational sciences, political sciences, conflict resolution, peace studies, international affairs or related field in the area of Social Sciences.
* At least four (4) years of relevant work experience in project coordination, preferably in topics related to the rule of law, dialogue processes, culture of legality or civic and community participation, culture of peace.
* Demonstrated experience in project design and execution, including budget management.
* Demonstrated experience in creating alliances between strategic local actors, including local government, civil society organizations, security providers, faith-based organizations and the business sector.
* Demonstrated ability in project management and problem-solving skills.
* Preferably, experience in facilitating dialogue and designing study plans/pedagogical methodologies.
* Ability to work closely with local government, public and private institutions, key actors of the assigned municipality.
* Ability to write in diverse formats and for diverse audiences.
* High skills in time management, prioritizing work and meeting deadlines.
* Oral and written command of Spanish. English is preferred but not required.
* Demonstrated ability to develop effective working relationships. Strong interpersonal skills, including intercultural communication.
