Overview of position

  • Our Client Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) programme is a key component of our client peacebuilding and stabilization portfolio that aims to increase Somalia’s resilience to destabilizing conditions and build national capacity towards sustained peace. The programme aims to contribute to peace and improved security in Somalia through supporting the Federal Government of Somalia’s National Programme on the Treatment and Handling of Disengaged Combatants and Youth at Risk (National Programme).
  • In the absence of a peace agreement, and other preconditions usually required for traditional Disarmament, Demobilization and Reintegration (DDR) programming, our client has been supporting the FGS in its implementation of the National Programme through a four-pillared approach that reframes traditional DDR in terms of Disengagement, Disassociation, Reintegration and Reconciliation (DDRR). This context specific and context sensitive approach has been developed and implemented alongside local partners to include the national government and regional administrations, to create viable, reliable, gender-responsive, transparent and nationally owned legal and operational processes to support exit and reintegration pathways for former associates where sanctioned violent extremist groups are involved. In facilitating the reintegration of former associates within these new contexts, our client works to reduce the risk of recidivism or recruitment into criminal or violent extremist groups by addressing the drivers of conflict and building resilience at the individual and community levels.
  • As part of the support provided in Transition Centres across three regions in Somalia, beneficiaries receive regular psychosocial counselling, skills-building, GBV and CRSV services, case management and support with reaching out and reconciling with family and community members. Our client is recruiting a Case Management Coordinator to improve and support the maintenance of a comprehensive case management programme in five Transition Centres and Community Based Organizations (CBOs) in Somalia and assess the current gaps in programming and case worker capacity at the centres. The Consultant will develop the capacity of case workers, other staff at the centres, CBOs, and Government counterparts to implement the programme, and report on progress. This position will be under the overall supervision of the DDRR Programme Coordinator and the direct supervision of DDRR Project Officer (Women, Peace, and Security).

Role objectives Key responsibilities of the National Case Management Coordinator will include:

  • Assess needs and capacity gaps in DDRR case management at Transition Centers based on regular assessment and continuous discussions with social workers, centre staff and beneficiaries
  • Develop and oversee the implementation of a DDRR case management framework for assessing beneficiary needs, developing individualized care plans where needed, and monitoring beneficiary progress and changing needs on a regular basis
  • Review and make improvements as needed to the psychosocial assessment forms (in English and Somali) used during beneficiaries’ entry into the programme, and during regular intervals during their rehabilitation and reintegration
  • Provide direct supervision and technical guidance to Case Management and GBV supervisors in Baidoa, Kismayo and Mogadishu and ensure adequate oversight of social workers in centre’s
  • Convene weekly case management monitoring calls with social workers in all centre’s to review caseloads, assess complex cases, including GBV/CRSV cases, and ensure strict adherence to programme guidelines on supporting vulnerable beneficiaries
  • Ensure social workers conduct regular follow-up with beneficiaries to assess their needs and progress
  • Provide psychosocial counselling to beneficiaries with complex cases on one-on-one basis and in groups, as needed
  • Facilitate technical guidance, mentorship, and on-the-job capacity building of DDRR staff, government counterparts and CSO partners to ensure that project activities are implemented in alignment with case management best practices and government approved Standard Operating Procedures (SOPs)
  • Ensure each project location maintains an updated referral pathway to meet beneficiary needs that exceed the scope of the Programme
  • Work closely with the M&E Team and other IOM technical leads to ensure linkages and effective implementation of activities in Mogadishu, Kismayo and Baidoa
  • Coordinate preparation of donor reports, presentations and project documents for internal and external consumption and project evaluation
  • Participate in relevant coordination forums, Technical Working Group meetings, workshops, etc.
  • Ensure that Transitional Rehabilitation Centre’s and project staff maintain an updated record of cases and files, including complex cases, and ensure data confidentiality
  • Participate in regular field visits to review case files, monitor project progress and results, and coordinate with DDRR field staff, implementing partners, and government focal points to ensure accountability
  • Perform other relevant tasks as assigned by the DDRR Project Officer

  • Under the overall supervision of the DDRR Programme Coordinator and the direct supervision of DDRR Project Officer (Women, Peace, and Security).
