ORGANIZATION SCOPE AND CONTEXT:

Established in 1951, and operational in Pakistan since 1981, IOM is the leading inter-governmental organization in the field of migration and works closely withgovernmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so byproviding services and advice to governments and migrants.

Over the years, IOM has expanded and aff irmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement ofpeople by devising practical solutions to shift ing dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting internationalcooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

Responding to the national priorities of Pakistan and guided by the IOM Strategic Vision, IOM’s Comprehensive Action Plan for Afghanistan and Neighbouring Countries, theGlobal Compact for Migration, and the UN Sustainable Development Cooperation Framework for Pakistan, IOM – working along the Humanitarian-Development-PeaceNexus – will continue its role in continuously improving migration management and governance and safeguarding the dignity and protection of migrants and migration-aff ected communities.

Under the overall supervision of the Chief of Mission (CoM) in Pakistan, direct supervision of the Programme Support Unit Coordinator; and in collaboration with relevantunits in the Mission, the Regional Off ice for Asia Pacific Region (ROAP, and Headquarters, the National Communications Off icer will be responsible for supporting the unitsand programmes across the mission in development and implementation of communication and public information (PI) products,ensuringIOM’s visibility,compliance tovisibility standards, and capacity building for targeted staff .More specifically, s/he will be responsible for the following:

RESPONSIBILITIES AND ACCOUNTABILITIES:

Draft , compile, design, format and disseminate information communications products for target audiences including press releases, media packets and reports,brochures, briefings, video clips, newsletters, templates, booklets websites and social media posts to share externally with beneficiaries, partners, stakeholders andthe general public.
In coordination with the Programme Support Coordinator, develop communication visibility plans for projects/units to guide the operations/activities.
In coordination with the Programme Support Coordinator, plan, organize, and facilitate communications / PI related events such as workshops, trainings, interviewsevents with the media from conception to completion, including draft ing budget and workplans, liaising with government to obtain support and clearance,developing ToRs for involved event-partners, managing on site logistics, directing technical services and evaluating event’s success. This includes support for theprojects’ events involving media.
Provide information and inputs to IOM Pakistan’ Senior Management Team on communication issues in coordination with the mission’s Programme Support Unit(PSU).
Attend field missions to provide PI coverage of field activities and guide and coordinate the collection of human interest stories, photos and video clips.Track andanalyze media coverage of IOM Pakistan and assigned topics/issues; gather information from diverse sources and help to assess news value and other potentialimpact.
Guide, train and monitor IOM teams in the implementation of communications and PI activities, and in close coordination with related projects/units participate inthe recruitment of additional staff and contracting of service providers when necessary.Conduct trainings for targeted staff to enhance their skills in content creation(photography, videography, and story-writing) and raise awareness about IOM standards in public information and communication and ensure that they are trainedin donor specific requirements when applicable, and best practices.
Participate in internal and external meetings as required and prepare talking points, presentation for these meetings, as required.
Perform such other duties as many be assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

EDUCATION:

Master’s degree in journalism, communication, political or social sciences, international relations, public administration with 2 years of relevant experience.
Bachelor’s degree in the above fields with 4 years of relevant professional experience.
EXPERIENCE:

Experience inpublici nformationcommunications andrelated administration
Experience in public information, communications and related administration.
Experience in publishing to the web, newsletters, and other media.
Experience in liaising with the media and other national/international organizations.
Good knowledge of the UN, and other INGO mandates and programmes in the humanitarian responses, IDPs, migration management, climate change, recovery, anddevelopment. Knowledge of diff erent donors’ visibility requirements.
Experience in capacity-building of staff , including photography and story writing.
Experience and ability in working eff ectively in an international environment and liaise with a variety of partners and stakeholders including local authorities,beneficiaries, and the broader community to advance country off ice or regional objectives.
Previous working experience with the UN is advantageous.
SKILLS:

Demonstrated high level of computer literacy with MacOS or PC, including previous use of Adobe Photoshop, InDesign, and Illustrator.
Demonstrated familiarity with digital photography and video.
Demonstrated familiarity with social media such as Twitter, Facebook, LinkedIn and YouTube.
Excellent writing, editing and reporting skills. in English
Strong communication and interpersonal skills.
Ability to work independently and against tight deadlines
LANGUAGES:

Required:

Fluency in English and Urdu (oral and written) is required.
Desirable:

Knowledge of Sindhi, Balochi, Pashtu is an advantage.
