Overview of Position

Yemen background:

  • The protracted conflict has made Yemen one of the poorest & most food insecure countries in the world. The conflict has destroyed livelihoods & the ability to purchase food. This is being compounded by the impact of climate related shocks. In addition, the COVID 19 pandemic is also poised to have a devastating effect on an already devastated economy & impoverished population. The fishery sector provided job opportunities for more than half a million individuals which supported 1.7 million people, forming 18% of the coastal population prior to the conflict. It contributed up to 3% of the country’s GDP as the third most important agricultural sector & second primary source of export earnings before the conflict. Yemen’s fisheries sector holds untapped promise in contributing to the national economy, in which the potential of women is underutilized due to social norms. The conflict has caused severe damage to the entire fishery value chain. Overall, the entire fish supply chain has been massively destroyed. The development objective of this first project is to improve the economic situation of the population, especially of women in the fisheries sector of Aden as well as quantitative & qualitative improvement of the food situation of the population. The immediate objective of the project is to rehabilitate the fish harbour at Hajif, to restore the minimum requirements for re launching operations, productivity & establishing effective management of the harbour. Furthermore, the project will contribute to employment creation, especially for youth, women & mobilize fish value chain actors whose livelihoods depend on sustainable fish production & processing but have been greatly affected by the conflict leading to distorted fish supply & value chain, to help them contribute to the food security & economic recovery in Yemen.

Background on reform & change management in Yemen for the Aden fisheries harbour:

  • The Ministry of Agriculture, Irrigation & Fisheries (MoAIF) was created in December 2020 through the merger of the former Ministry of Agriculture & Irrigation & the Ministry of Fish Wealth. With limited exceptions, the broader organisational structures & reporting relationships of the earlier ministries remain intact. The relocation of the Government of Yemen (GoY) from Sana’a to Aden, however, has meant that much of the properties, staff, equipment & records originally based in Sana’a are no longer available to the ministry. In this regard, the ministry faces both the resource challenges of a newly established ministry & the traditional problems found in integrating two organisations with different missions, traditions & administrative cultures.
  • The ministry’s leadership is committed to fulfilling its mandate. The new minister has set it on a strong reformist course, undertaking a number of important initiatives over the past two years. In a tight resource environment, both he & his management team have found creative ways of establishing the new ministry in Aden with little to no operating budget. Yet the ministry suffers from a broad array of challenges that are severely compromising its effectiveness. Some, such as the difficulty in protecting Yemen’s fish stocks from illegal factory fishing are inherent to the complicated political environment within which the ministry & the broader GoY operate. Others, such as the lack of a formal organisational structure, the need for a definitive mapping of employees, skill sets & problems with chronic absenteeism, fall within the ministry’s ability to fix.

Role Objectives

The National Consultant will support the Senior Strategic Advisor to guide the Aden fisheries harbour project with regards the capacity development activities targeting the ministry. The specific activities that the consultant will contribute to will be as follows:

  • Support the Senior Strategic Advisor in conducting an extensive review of the existing capacity assessments that have been implemented including discussions with the implementing agent & the ministry. This will include reaching out to the ministry & conducting consultations regarding the adoption & implementation of any existing capacity development plans, recommendations & taking stock of the current capacity gaps and needs within the MoAIF. This process will be informed by our clients capacity assessment tools.
  • Based upon the above, provide inputs to the Senior Strategic Advisor on the development of a capacity development plan that outlines key priorities in terms of specific departments & individuals. The plan will outline a combination of methodologies including learning, development of necessary organisational governance mechanisms, mentoring etc.
  • Once the plan has been agreed upon with our client, present the plan to the ministry & once their approval has been reached support the Senior Strategic Advisor to develop a detailed implementation mechanism coupled with an M&E plan.
  • Provide support to the oversight & management of the implementation of the plan including activities such as development of TOR, developing individual mentoring plans, sourcing consultants & identifying opportunities for collaboration.
  • Based on consultations & monitoring activities conducted, provide monthly inputs to the Senior Strategic Advisor to report & monitor on the implementation of the plan recording results & making recommendations with regards adjustments where necessary.
  • The National Consultant will be responsible throughout the assignment for providing the analysis of the national context & the political economy of the current situation in Yemen, in which the project is being implemented. The National Consultant will be primarily responsible for conducting the data collection through the conduct of KIIs & FGDs with the MoAIF. The National Consultant will also be responsible for translating the data collection tools & instruments into Arabic. S / he will provide the Senior Strategic Advisor with detailed notes in English from the meetings & will participate in the analytical & drafting processes throughout the assignment.
  • The National Consultant will provide inputs & participate in developing all deliverables & reports as required.

The specific deliverables of this assignment are as follows:

Deliverables / outputs: Review & approvals required : An inception report reviewing the TOR & providing an assessment of the initial findings

  • Estimated duration to complete: 10 working days
  • Target due dates: Mid of February 2025

Deliverables / outputs: A capacity development plan

  • Estimated duration to complete: 20 working days
  • Target due dates: End of April 2025

Deliverables / outputs: Monthly reporting on the implementation of the plan

  • Estimated duration to complete: 5 days per month (40 in total)
  • Target due dates: Monthly reporting until end of the year

Project Reporting

  • The consultant will work under the overall supervision of the Senior Strategic Advisor, with both reporting to the International CTA & the National Project Coordinator.
  • The consultant will work in Aden, Yemen as well as home based & will work in partnership with the Senior Strategic Advisor.
  • The consultant will follow up directly on the ground with the ministry throughout the duration of the assignment.

Key Competencies

  • Bachelor’s or master’s degree or substantial experience in senior executive positions with a strong track record in the governance sector.
  • With bachelor degree, 15 years & with Master degree, 10 years of experience in management & consultancy with international organisations.
  • Substantive experience in managing & supporting capacity development initiatives.
  • Demonstrable experience in strategy & policy development, implementation & oversight.
  • Experience of capacity development for government officials.
  • Consultation, training & / or workshop facilitation experience highly desirable.
  • Experience with international & bilateral partners supporting the strengthening of governance.
  • Substantial experience working with UN organizations & familiar with the management & administrative system of the United Nations (UN).
  • Excellent written & oral Arabic & English skills a necessary requirement.

Further Information

Payment modality:

  • Payments under the contract shall be delivery based & be made on receipt of the specific milestone deliverable reports indicated above.

Duration of work:

  • The total duration of this assignment will be for 12 months (maximum 70 working days), starting from 1 January 2025 to 31 December 2025.

Duty station:

  • The duty station for the contractor is Aden, Yemen for the entire duration of the contract.
  • Should our client require the consultant to conduct any travel to perform the requirements of the consultancy, all travel and DSA costs etc will be covered by the project.
