South Sudan is extremely youthful country; with more than 70% of the population are under 30 years. Many lifetime health conditions and disabilities also derived from behaviours started during adolescence. These include sexual and reproductive health, forced and child marriages, unintended pregnancies, STIs and HIV, unsafe abortions, infant, child and maternal mortality, and fistula, as well as substance abuse, mental ill-health, injuries, disabilities, and disabling diseases and conditions.
Accurate, current and nationally representative data on health issues facing adolescents and youth are severely lacking in South Sudan, which hinders the development and scaling-up of evidence-based policies, laws and programmes for adolescents and youth. Although there is great concern at the national level about the health and holistic development of adolescents and youth, resource allocation towards this end is limited; access to high-quality and comprehensive health services is either lacking or inadequate.
There is limited current, age- and sex-disaggregated data to guide development of evidence-based policies, strategies and programmes for adolescents and youth in South Sudan. The latest nationally representative data come from the 2010 Household and Health Survey (HHS) and the Spectrum modelling data based on antenatal surveillance. Unlike in many other African countries, periodic youth-specific behavioral surveys have not been conducted to ensure government partners respond to documented adolescent and youth issues and needs.
Objectives of consultancy
The objective of the consultancy is to recruit a national consultant to conduct a KAP study focusing on adolescent and youth in tertiary institutions (5 public and private universities) to fully understand the knowledge, attitude and practice gap related to HIV/SRHR prevention and transmission and, use the report and recommendations to inform tertiary level HIV/SRHR programming.
The specific objectives:
- Percentage of women and men aged 15 to 24 years who have had sexual intercourse with more than one partner in the last 12 months;
- Percentage of women and men aged 15 to 24 years who have had more than one sexual partner in the past 12 months reporting the use of a condom during their last sexual intercourse;
- Percentage of women and men aged 15 to 24 years who have had sexual intercourse before the age of 15 years;
- Percentage of women and men aged 15 to 49 years expressing accepting attitudes towards people living with HIV; Page | 6
- Percentage of women and men aged 15 to 49 years who received an HIV test in the last 12 months and who know their results.
The Consultant will conduct the study targeting young people in the 5 university and ensure an overall quality of the final product of the study report.
Scope of work:
The individual consultant will be responsible for the execution of the KAP study in a participatory manner. He/she will conduct the study in Juba for 4 universities and travel to Wau to collect data from Bahr el Ghazal university. He/she is expected to work in collaboration with SSAC and MOH, and the joint work plan members.
- Develop survey protocol – outline elements to include in the survey protocol and suggestions to help identify the key research questions. Determining whether the survey needs ethical review is critical to this step, as well as creating a work plan and budget.
- Draw up the questionnaire – suggest important measures for the development, pre-test and finalization of the questionnaire, and for the implementation of a data analysis plan.
- Implement the KAP survey – includes considerations for choosing survey dates, recruiting and training survey supervisors and interviewers, and managing survey implementation.
- Analyze the data – consists of entering and checking the quality of the survey data, and implementing the data analysis plan created in Step 2
- Use data – highlight ideas on how to translate the survey findings into action, elements to include in the survey report, and how to disseminate the survey findings.
Expected results
- A finalized and validated KAP study in soft and hard copies
- End of assignment report
Expected deliverables
The consultancy is for a duration of 45 working days with the following deliverables:
- Inception report – 2 days after the contract
- Draw up the draft questionnaire – 5 days
- Implement KAP study – 22 days
- Data analysis and presentation – 30 days
- Validation of the study findings – 35 days
- Debriefing and submission of the report and final study draft to UNFPA, SSAC and MOH – 40 days
- Submission of the study report – 45 days
All the deliverables will be developed in English language.
Qualifications:
Required expertise and competencies, including language requirements.
- Master’s Degree in development studies, public health, health promotion, social science or other relevant discipline.
- 7 years’ work experience in development of guidelines and/or strategies on integrated SRH programme/services, sexuality education or ASRH materials, including facilitation of training.
- Work experience within Africa generally and East & Southern Africa Region.
- In depth understanding of youth work in resource constrained settings, multi-cultural environment and in post conflict situations
- Previous experience in conducting similar work and any similar experience in South Sudan is an added advantage.
- Demonstrate analytical and strategic planning,
- Excellent writing and communication skills in English language,
- Fully conversant with usage of computers (MS Office), email and the internet.
- Demonstrated ability to work in a team and in harmony with persons of different national backgrounds and cultures
Languages:
- Fluent in written and spoken English, knowledge of Arabic will be an asset.
