National coordinator / fixed-term contract or VSI / TUNISIA (Ref: 24TNSCOORDO) At South Health

CONTEXT

Santé Sud is an international NGO committed to the right to health for all. Our programs are designed using a public health methodology based on human rights and gender equality. Since 1984, we have acted without replacing, by strengthening the capacities of our local partners so that everyone has access to quality care. Our partners are health system stakeholders (public health authorities, primary and referral health services), local authorities in our regions of intervention, civil society organizations committed to the right to health and populations.

Currently, Santé Sud is leading projects in West Africa, the Maghreb, Madagascar and Mayotte and deploys its expertise around 4 action themes: Medicalization of rural areas & Community health; Health, sexual and reproductive rights and gender equality; Child health and development; Fight against priority & neglected diseases.

Since 2012, Santé Sud has been an association of the SOS Group.

In Tunisia, Sante Sud is currently implementing:

– The “Sentinelles” project, a Sexual and Reproductive Health (SRH) program and fight against Gender-Based Violence (GBV) started in 2022.

– The “Strengthening screening and management of disability in early childhood” project currently being launched.

ASSIGNMENT

Under the responsibility of the Director of Operations, the national coordinator represents Santé Sud, supervises the work of teams to ensure the quality, impact and accountability of projects, and develops new programs in Tunisia.

As part of his/her missions, he/she will be in charge of:

1. Strategic Management

  • Ensures monitoring of the health situation and developments in the health system in Tunisia
  • Identifies health-related opportunities and challenges in the country of intervention
  • Develops the country strategy aligned with the objectives and global strategy of Santé Sud
  • Pilots the development of the annual budget of the National Representation of Health South in Tunisia
  • Contributes to the overall strategic thinking of Santé Sud

2. Relations with partners & development

  • Establishes and maintains successful relationships with local partners, donors and government institutions
  • Develops the network of associative and technical partners and the notoriety of Santé Sud in Tunisia
  • Identifies and mobilizes the financing necessary for the launch and/or continuation of programs
  • Ensures compliance with donor communication requirements and Santé Sud communication rules
  • Ensures monitoring of development opportunities for Santé Sud in Tunisia
  • Participates, with program managers and the partnership manager, in the design of new projects in Tunisia
  • Represents the NGO at meetings, conferences and events.

3. Project coordination

  • Supervises project managers for the planning and implementation of project activities in conjunction with operational and institutional partners
  • Guarantees compliance with Santé Sud procedures and methodologies established with technical referents and program managers
  • Supervises project managers in leading the collection and reporting of impact indicators in conjunction with head office program managers
  • Regularly conducts project visits to monitor the quality of implementation and coach project teams
  • Ensures project leadership on projects that do not have it

4. Administrative, Financial & HR Management

  • Guarantees compliance with landlord contractual obligations
  • Supervises the country’s administration and finance team and the management of budgets, in conjunction with the headquarters teams
  • Ensures compliance of all actions with local law, overall security and the health context of the country
  • Participates in the development of financial and narrative reports
  • Develops and manages the budget of the National Representation, with the support of its admin-end team
  • Recruits RN staff, and leads the country team

PROFILE

  • Training: holder of a diploma in the field of health, international solidarity, management or project management
  • Experiences:
    • At least (at least 5 years) as a project manager, in a national or international NGO or cooperation agency
    • Collaboration with local civil society organizations
    • Collaboration with health system stakeholders
    • Multicultural and multidisciplinary team management
    • Experience in the healthcare field highly preferred
  • Dynamism and spirit of initiative, autonomy, rigor
  • Adherence to the values ​​held by Santé Sud (co-construction, expertise, responsibility and justice)
  • Fluency in Arabic is an asset.

TERMS

  • Location: Tunis. Travel to be planned in project intervention areas
  • CDD under local law, expatriate CDDU or VSI – 12 months renewable
  • Expected start: From mid-March
  • Remuneration according to profile and salary scale Santé Sud
