The Program

  • The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $2 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor‑Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure. The AIFFP Support Unit is to provide services to the AIFFP in facilitating due diligence for these investments to be prepared for consideration and approval by the AIFFP Board and relevant minister(s).

    The AIFFP is in the process of preparing, approving, and implementing a significant pipeline of projects to support the PNG power sector. The pipeline 5 projects totaling approximately AUD370 million (USD280 million).

The Position

  • The AIFFP has established an Investment Preparation and Support Unit (SU) which is seeking to recruit an International Energy Specialist (IES) and a National Energy Specialist (NES) to oversight the implementation of the above pipeline of projects on behalf of AIFFP
  • The specialists will liaise directly with relevant PNG Government officials and PPL, and will maintain close coordination with the Australian High Commission and the SU.

The Person

The ideal candidate for this key position will have a sound understanding of international development program implementation, with an infrastructure background. They will have relevant technical qualifications (in civil/electrical/structural engineering, electrical and network control systems engineering, grid/distribution expansion expertise or hydro/solar power engineering) with 10 – 15 years experience in the energy sector. Prior experience with both grant and loan-funded programs is highly desirable.

The National Energy Specialist will provide advice and insights into local PNG-specific issues, based on the specialist’s detailed knowledge and understanding of such issues in PNG. This, among others, will include knowledge of community issues and their acceptance of planning/construction issues that will impact these communities; issues that relate to access to and usage of community and privately held land in the vicinity of construction sites, in particular in remote or isolated locations; and issues relating to usage of local labour, local contractors, consultation with local community groups, and the involvement of women in consultation and decision making as well as employment opportunities. Such issues will need to be compliant with AIFFP social procurement objectives and other safeguard policies.
