National Evaluation Consultant At United Nations

The Inspection and Evaluation Division (IED) at the United Nations Office of Internal Oversight Services (OIOS) seeks to establish a qualified pool of National Evaluation Consultants who can deliver professional services on a short-term basis for independent evaluations carried out by OIOS-IED as Individual Consultants. It thus seeks expressions of Interest (EoI) from qualified junior to mid-level evaluation national consultants based in Cyprus with experience in thematic, programme, and/or outcome evaluations with a focus on traditional peacekeeping missions, ceasefire monitoring, and/or peace processes.

In the first phase, all applications meeting the minimum qualification requirements (pass/fail) are screened for inclusion in a long-list roster. The screening process will occur on a rolling basis to expand the roster accordingly.

In the second phase, OIOS-IED will prepare specific Terms of Reference (ToR), including the level, type, and areas of expertise required to fulfill an assignment. Candidates accepted in the long list roster who meet the qualifications, experience, and skills for a specific ToR assignment will be shortlisted and contacted for an interview.

OIOS-IED daily fees for junior to mid-level evaluation consultants range from 180 USD to 400 USD per day (rates will be determined based on candidate skills and experience and the complexity of the assignment).

The consultant (s) should be able and willing to travel around Cyprus. OIOS-IED will bear the travel and living costs.

Submissions of expression of interest for the national evaluation consultant roster are considered as they come in. Applicants are strongly encouraged to apply as early as possible. The EOI advertisement will run until 30 September 2024.

IMPORTANT: Only candidates rostered will be contacted by OIOS-IED.

Minimum Qualifications

  1. At least 2-5 years of relevant professional experience in programme evaluation and/or research on Cyprus.
  2. Sound knowledge of evaluation standards, processes, methods (i.e., mixed methods, theory-based and non-theory-based evaluations, formative, summative or real-time evaluations) and terminology.
  3. Proficiency with data collection, quantitative and qualitative analysis techniques, and methods.
  4. Experience working or researching in conflict or post-conflict settings.
  5. Experience in remote data collection and/or fieldwork.
  6. Full proficiency in English (oral and written). The ability to converse in Cypriot Greek and Cypriot Turkish is desirable.
  7. Familiarity with the UN peacekeeping operations, peace processes, ceasefire monitoring, conflict prevention, and/or restoration of law and order is highly desirable.

  3. A 1-page cover letter, detailing how past experiences are of direct relevance to the work of OIOS-IED, including:
  • Types of evaluations conducted and specific expertise (i.e., in peacekeeping operations, humanitarian evaluations, evaluability assessments; local population surveys, qualitative data collection and analysis; cross-cutting issues such as gender, human rights, environment, or persons with disabilities; etc.);
  • Relevant examples of evaluations conducted with an indication of the candidate’s specific role in that evaluation (i.e., team lead, expert specialist, consultant) and years of experience in each role;
  • Familiarity with districts in Cyprus (specify);
  • Working proficiency in Cypriot Greek and Cypriot Turkish.

4. A work sample (in English).

A complete application package includes items 1-4 above. Failure to attach one item will result in automatic disqualification. Consultants should not have conflicts of interest, including holding concurrent consulting positions with UNFICYP and OIOS.
