Job Description: Forcier seeks two national evaluation experts for the National Evaluator position on an anticipated World Food Program (WFP) evaluation of the Tsogolo la Thanzi (TSOLATA)- Healthy Future Home-Grown School Feeding Project in Malawi from 2020 to 2023.

TSOLATA was implemented with the Ministry of Education (School Health and Nutrition), in coordination with the Ministry of Agriculture and under the overall coordination of the Department of Nutrition, HIV and AIDS (DNHA) in the Ministry of Health. The project is funded by the European Union and is being implemented in four districts of Chikwawa, Nsanje, Phalombe and Zomba from September 2020 to December 2023.

TSOLATA aims at promoting the nutrition and health status of 280,000 learners in 200 primary schools through the provision of diversified school meals using the home-grown school feeding (HGSF) model by sourcing commodities locally from smallholder farmers. TSOLATA also aims to enhance the knowledge and skills of members of the communities around target schools on nutrition, hygiene and sanitation, crop and dietary diversification and meal preparation through cooking demonstrations and nutrition messaging.

The position will be on contract basis and be based in Lilongwe, Malawi with travel to the field locations of Chikwawa, Nsanje, Phalombe and Zomba districts in Malawi. The position is only open to Malawi nationals. It is MANDATORY for the National Evaluator to have strong analytical and communication skills, evaluation experience with a track record of working on similar assignments, and familiarity with Malawi.

As a team member you will be responsible for adhering to national and local formalities and all security protocol.

Responsibilities:

  • Contribute to the methodology in their area of expertise based on a document review;
  • Conduct field work and provide overall quality assurance;
  • Attend meetings with stakeholders, including introductory meetings, and planning meetings throughout the lifecycle of projects
  • Contribute to the drafting and revision of the evaluation products in the technical area.
  • Ensure that all activities are undertaken in full compliance with Forcier’s standard operating procedures, WFP policies and regulations, and local policies and laws.
  • Perform other tasks as agreed with the Team Leader.

Education requirements:

  • Advanced (Master’s) degree or Bachelor’s degree in development studies, agriculture, agriculture economics, food security, nutrition or closely related field;

Requirements

  • Minimum of 3 years of progressively responsible relevant professional work experience related to evaluation in international development or humanitarian work
  • Knowledge of developmental evaluation methods and techniques, including a thorough
  • understanding of data collection, evaluation methodologies and design, strong qualitative and quantitative research skills
  • Strong experience using a variety of quantitative and qualitative analytical tools and methods
  • Strong experience within monitoring and evaluation, especially supporting and/or directly managing evaluations for UN Agencies (WFP, FAO, UNDP etc.) is desired
  • Experience working in Agriculture and Food Security and Livelihoods sectors
  • Strong experience working with and supporting national or sub-national government entities, especially related to monitoring and/or evaluation
  • Good knowledge of gender, equity and wider inclusion issues
  • Experience drafting and finalizing evaluation reports
  • Fluency in written and spoken English, good working knowledge of local languages (Predominantly Chichewa) is a plus
  • National of Malawi
  • Proficiency in Microsoft Office applications and G Suite applications
  • Advanced executive function and task management (you should be able to manage multiple tasks with various deadlines and be able to allocate your time and efforts accordingly)
