National HR Officer At iMMAP Inc.

SCOPE OF WORK

The HR Officer works closely with the iMMAP Inc. Ukraine team to provide effective implementation of day-to-day HR-related services.

ESSENTIAL JOB FUNCTIONS

GENERAL

Recruitment

  • Work closely with local management to develop a headcount plan and identify the need for hiring new personnel.
  • Review and update current job descriptions (ToRs), develop new ones as necessary, and assist in creating profiles for successful candidates.
  • Utilize the current recruitment management system to open vacancies and publish job openings on various job boards.
  • Screen candidates, review applications, and proactively contact potential candidates through job portals.
  • Organize and participate in interviews, offering guidance to hiring managers in the interviewing and assessment process.
  • Prepare, issue, and maintain all personnel-related documents, collaborating with a third-party personnel administration provider to ensure proper employment procedures and legal compliance.
  • Conduct vetting and reference checks.

HR

  • Update local personnel policies and procedures, creating new ones as required.
  • Administer a local HRMS.
  • Oversee employee time reporting, leave management, and vacation tracking. Provide timesheets to the third-party personnel administration provider on a bi-monthly basis.
  • Support the employee health insurance program, including adding new employees and resolving disputes with insurance brokers.
  • Maintain updated employee databases and organizational charts.
  • Ensure a positive employee experience throughout the employee lifecycle – onboarding, off-boarding, performance evaluation, promotion, etc.
  • Update onboarding presentations and conduct orientation meetings for new hires.
  • Initiate and support performance evaluation procedures as outlined in the plan.
  • Coordinate with HR headquarters when necessary.

Internal communication

  • Foster effective and positive internal communication with iMMAP Inc. Ukraine office team members.
  • Ensure that all employees are adequately informed about changes and communicate important updates related to employees.
  • Prepare and distribute various informational messages, such as holiday reminders, new hire announcements, and schedule reminders.
  • Support the development of a local knowledge base.

SECURITY

Follow security protocols, as laid down by the iMMAP Inc. Country Security Advisor.

ORGANIZATIONAL LEARNING

As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, it is expected that the individual will commit 5% of his/her time to learning activities that benefit iMMAP as well as individual professional development.

ACCOUNTABILITY TO BENEFICIARIES

iMMAP Inc. team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP Inc. programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.

REPORTING LINES

The HR Officer works under the direct supervision of the Country Representative with the overall supervision of the Global Human Resources Manager.

Requirements

REQUIRED

  • University degree in human resources, management, or any other relevant field.
  • Minimum two (2) years of experience in human resources function.
  • Familiarity with daily staff management tasks in a multi-cultural environment.
  • Demonstrable skills in implementing HR policies and procedures in compliance with HQ and donor regulations.
  • Excellent command of Office suite applications (Word, Excel, PowerPoint);
  • Excellent interpersonal and general communication skills;
  • Very good English, both spoken and written.
