National Humanitarian Advisor At Plan International

purpose

The National Humanitarian Advisor will provide technical assistance and support to ensure that families, children, communities and Plan International staff develop capacities to carry out resilience-building actions to reduce the risk of all types of disasters and will also guarantee compliance with quality standards and accountability during the response to emergency and disaster situations with a gender focus. The National Humanitarian Advisor will focus on positioning Plan International in spaces of influence and on fundraising for the expansion of humanitarian actions, technically leading the implementation of projects and programs in the area. The National Humanitarian Advisor will also support the technical leadership of the implementation of projects and programs in the area, being responsible for providing technical support, advice and guidance to project leaders. The National Humanitarian Advisor is technically responsible for the definition and implementation of the National Humanitarian Response Plan, as well as the mobilization of funds through proposals.

Dimensions of the Role

  • Disseminate and ensure the implementation of the global strategic framework for Disaster Risk Management and Humanitarian Management.
  • Position Plan International as a relevant humanitarian actor in the country’s emergency response.
  • Develop strategic alliances with other Humanitarian Agencies, partners, alliances and networks at national and state level, before, during and after disasters or humanitarian crises.
  • Ensure that all partners and Plan International apply resilience-building methodologies for disaster risk reduction in projects and programs with a focus on gender equality and Nexus, aligned with the necessary security protocols.
  • Responsible for supervision, monitoring, and technical assistance to projects related to Humanitarian Response.
  • Develop proposals and mobilize funds to contribute to the humanitarian response in coordination with the Grants area.
  • Articulate Plan International’s Child Safeguarding and Gender and Inclusion Policies in the design and implementation of projects in its area.
  • Budget: Those allocated for activities based on the annual work plan and the projects implemented according to your area.
  • Has no staff in charge, advises the entire organization on humanitarian response management.
  • Other Statistics: Technical reports, monitoring and evaluation, preparation of proposals (Grants), information relevant to your area updated periodically.

Main responsibilities

  • Provide technical support to the design and monitoring of the Country Strategic Plan (CSP) of the country CPs and long-term plans in the areas of disaster risk, humanitarian response and climate change.
  • Develop and/or adapt programmatic intervention models applicable to program units and partner organizations, guaranteeing the quality and results of intervention in the development of disaster risk management capacities, timely humanitarian response and climate change.
  • Strengthen the capacities of program units and partner organizations as facilitators in the development of prevention, risk mitigation, early recovery, humanitarian response and climate change skills in girls, boys and young people.
  • Comply with institutional processes and policies related to risk management and emergency response.
  • Lead emergency response initiatives.
  • Promote the participation of children, youth and their families in prevention, response and early recovery from emergency situations.
  • Develop studies/research on the topic of risk management and climate change.
  • Conduct follow-up visits to the projects within the program, executed in the UPs, documenting and reporting results to the Program Management (PSM).
  • Support the development and evaluation of the CAM Subregional Strategic Plan.
  • Contribute to compliance with global assurance recommendations and audits carried out in the country in the relevant program areas and areas within its sphere of control.
  • Coordinate with key authorities and local governments for timely humanitarian response.
  1. Management of technical advice in the programmatic implementation of the Program Units and the Country Office:
  • Promote the application of the principles, strategic directions and policies of the Plan in all activities related to the area of ​​Disaster Risk Management and Climate Change.
  • Plan, in a coordinated manner, the advice to the Program Units, partners and the Country Office within the framework of institutional planning.
  1. Disseminate and ensure the implementation of the Risk and Disaster Management and Human Mobility framework aligned with Plan International’s Global frameworks:
  • Perform risk mapping at the national level and update it with risks monthly
  • Annually updates the National Risk Management Plan based on the global guidelines of the disaster preparedness process – (Ready To Respond – Plan International Model)
  • Leads the processes of preparing/updating the National Humanitarian Response Plan in coordination with the Program Management and the Program Unit Managers
  • Trains staff in resilience building and humanitarian action, ensuring regular monitoring.
  • Implement training processes for staff (including all areas) to respond to emergencies in an agile and effective manner (linked to ready to respond).
  • Periodically review and update organizational procedures for action/activation in cases of emergency.
  1. Develop proposals and mobilize funds on the topic of GRD and MMHH:
  • Identify fundraising opportunities and develop project proposals.
  • Systematizes and disseminates best practices on the subject.
  • Review reports and monitor progress at the national level.
  1. Participation in Networks:
  • Represents and positions Plan International through active participation in the National Humanitarian Network, Migration Working Groups and Prioritised Clusters or other key spaces of influence linked to the issues addressed.
  • Articulates actions with public/private institutions related to the area at local and regional levels.
  1. Technical assistance:
  • Participate in regional and global meetings of the Plan International area and share information with the Program and Influence Management team and other relevant areas of the institution.
  • Provides technical assistance to Program Units (PU) in the design, implementation and monitoring of projects and programs in the area.
  • Manages on-site humanitarian response actions determined in relation to local emergencies.
  • Systematizes and disseminates best practices on the subject.
  • Manage and carry out processes in accordance with SAP/PMERL systems
  1. Response to emergencies or humanitarian crises:
  • Ensures compliance with essential humanitarian standards in terms of quality and accountability.
  • Participate as a member of the national emergency response team (crisis committee)
  • Participate and/or lead assessment missions in emergency situations.
  • Coordinates actions for humanitarian response to emergency situations
  • Ensures timely and quality delivery of Situational Reports in case of emergencies

  • Prepare your Individual Responsibility Plan and enter it into the system in a timely manner.
  • Complete your comments in the performance management cycle within the timeframes provided for this purpose.

  1. Safeguarding Responsibilities:
  • Apply all institutional regulations to ensure the safeguarding of girls, boys, adolescents and program participants.
  • Collect relevant documentation, monitor and/or participate in safeguarding standards assessments.
  • Report any concerns about child abuse or maltreatment or breaches of the Safeguarding Policy.
  • Leads safeguarding and gender issues by providing specialist support to achieve Programme Support objectives.
  • Work together with the Protection Specialist and the network of Safeguarding Focal Points to ensure the establishment and implementation of all relevant child and gender protection measures.
  • Support the safeguarding action plan for your corresponding area.

  • Actively promote and practice gender equality in all areas of its institutional and operational work so that children and youth, but especially girls, young women and women, develop their full potential.

  • Develop specific strategies to strengthen the resilience of the most affected communities.
  • Develop and implement education and awareness programs on the intersection between climate change and gender.

KNOWLEDGE, EXPERIENCE AND SKILLS

Academic Qualifications and Experience

  • University degree in social sciences, diploma or master’s degree in subjects related to risk management and/or humanitarian management.
  • Knowledge of the country’s regulatory and policy framework for humanitarian response.
  • Knowledge and experience (desirable) in managing gender approaches.
  • Knowledge of humanitarian standards for humanitarian response.
  • Minimum of 5 years’ experience in risk management, humanitarian response or related areas.
  • Minimum of 5 years’ experience leading humanitarian management and response
  • Minimum of 5 years’ experience in planning, design and/or strategic alignment, monitoring, evaluation and/or systematization of social development programs/projects.
  • Experience in similar positions in development organizations and/or public sector.
  • Management of community, local and regional reality.
  • Knowledge of cooperation policies in the area and experience in dealing with donors
  • Availability to travel within and outside the country and field work.
  • Advanced command of the English language (intermediate or higher desirable).
