Position Title: National ICT Officer (Project Management)

Job classification: NO-C

Duty station: Manila (Global) Administrative Centre (MAC)

Type of Appointment: One-Year Fixed-Term with possibility of extension

Salary: Php 2,161,261 per annum net of taxes

Context

Under the overall supervision of the Chief, MiMOSA Systems & Migrant Solutions, and direct supervision of the Senior ICT Officer (Solutions Delivery Manager), and in close coordination with the Head of Project Management Practice, the successful candidate will have responsibility of managing the full development and deployment cycle of organization wide applications and interfaces, and will manage the deliverables of the project team and provide them leadership to implement a high performance, optimized and network efficient solutions as required by all business processes.

Core Functions / Responsibilities

  • Define the technical team members to be assigned to the project to ensure that the deliverables are completed on budget and schedule while meeting the established business, technical and quality requirements; define the tasks and required resources for the project.
  • Provide project management and technical leadership for every aspect of software development, define the scope, goals, deliverables and schedule for specific Projects while ensuring best practices for delivery of scalable and high-quality software.
  • Plan and implement projects by preparing the lifecycle for different projects inclusive of research, development, design, evaluation, testing along with delivery to business; schedule tasks and create project timelines.
  • Define and create project plans for project, portfolio, and product prioritization and implementation. Assess and resolve all high priority project risks as they are encountered
  • Mange the hand-off between BA and development teams and coordinate all steps of the development and deployment cycle to ensure maximum user satisfaction and successful project delivery including change management; Evaluate trade-offs between project size and complexity, cost, urgency, risk, and stakeholder value
  • Prepare and present project communication plans, regular progress reports as well as track and document risks and mitigation measures and implement escalation procedure to report to senior management.
  • Liaise with external software development and service providers (vendors) for delivery of required components of the project.
  • Ensure all projects adhere to project methodology compliance standards set by the organization.
  • Compile and maintain the relevant documentation for evaluation and assessment of project outputs.
  • Coordinate with the change manager to develop and implement rollout and maintenance plans including configuration and release management.
  • Ensure effective and optimal allocation of project resources, track deliverables, monitor and report on project progress.
  • Partner with business sponsors to define success metrics and criteria and ensure that projects meet success parameters and ROI targets stated in business case.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Computer Science or a related field from an accredited academic institution, with five (5) years of relevant professional experience in software development; or,
  • University degree in the above fields with seven (7) years of relevant professional experience.

Experience:

  • Experience in project management experience (preferably with PRINCE2 methodology).
  • Experience in .NET framework, JAVA, ASP .Net, SQL Server and SharePoint developments.
  • Experience as Technical Lead for at least two full project lifecycle for a medium or large sized web-based application.
  • Knowledge of ERP systems, HTML, C#, and web services an advantage.
  • Knowledge of cloud technologies is an advantage.
  • Strong leadership, project management and analytical skills with capacity to understand IT business requirements and to translate them into technical solutions; and,
  • Skills in project management using industry standards, systems analysis, technical design and application architecture, database design and requirements I technical I user documentation.
