Established in 1951, IOM is a sister organization of the United Nations and, as the lead UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM’s mission is to promote humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants.

Context:

As part of the various projects covering the areas of data management for the reintegration of Guinean migrants returning to Guinea, FMP (Flow Monitoring Point) data management, border management, health, local development and, the National Information Management Officer will be responsible for supporting and contributing to information management needs. This includes mapping, database management, and the production of summary documents (FMP reports, snapshots, maps, etc.

Main functions/Responsibilities

Under the direct supervision of the Monitoring and Evaluation Officer and the general supervision of the MPRR Project Manager and Program Manager, within the limits of delegated authorities, the post holder

will perform the following functions:

  1. Support strategic and operational decision making by processing and analyzing data and information and presenting it in the most useful format for analysis (e.g. reports, maps).
  2. Responsible for the design and production of agency standard information products through the systematic collection and analysis of humanitarian information relating to the country and the region.
  3. Provide support to the office on the data component of all DTM tools (mobility tracking, registration, flow tracking and other surveys) as needed.
  4. Develop standard data tools (databases, data collection tools, mobile data collection tools, automated analytics, etc.) – or, where appropriate, ensure the use of standard DTM, FMP and other data activity tools and ensure consistent and timely use across the country.
  5. Configure the data process and standards for data collection and data reporting and ensure compliance with the standards.
  6. Compile and consolidate information required to produce standardized information products to support the production of regional office products and to produce program unit specific products.
  7. Centralize, clean, gather and process information and perform data quality and consistency control.
  8. Produce summary statistics on the country’s information management activities.
  9. Liaise with the regional office on data and server related topics to ensure a consistent and harmonized approach across the region against global standards.
  10. Exploit geographic data for the production of maps and their use in geographic information systems (GIS).
  11. Ad hoc assistance to other programs in database creation, XLS, instant products, GIS, etc.
  12. Supervise, guide and coordinate the work of other unit staff.
  13. Perform other tasks as required.

TECHNIQUE – Technical skills

The incumbent must demonstrate the following technical skills:

  • Mastery of data manipulation principles and SQL language.
  • Ability to adapt to working in a multicultural environment and under pressure and to have good relations with people from other cultures.
  • Good command of ARCGIS or QGIS software.
  • Knowledge of ODK or Kobocollect desirable.
  • Have skills in data analysis with SPSS, STATA;

Qualifications and Experience Required

Education

  • Master’s degree in Information or Data Science, Computer Science, Geographic Information Systems or a related field from an accredited academic institution, or;
  • Diploma/certificate in the above fields with two years of relevant professional experience.

Professional experience:

  • Experience in website design and software development a plus.
  • Experience with ArcGIS, MapInfo or other GIS tools is a plus.
  • Experience with HTML, PHP, ASP and/or Java and/or advanced Excel
  • Proven experience in the analysis of statistical information.
  • Experience in formulating technical requirements and operating procedures related to Information Management.
  • Experience in graphic design, multimedia and product branding is a plus.
  • Experience in survey design and development, including user requirements, form design, survey implementation, data entry, data cleaning and analysis, a plus.

Technical skills :

  • Excellent oral and written communication skills;
  • Excellent organizational and time management skills;

Mandatory

For all candidates, fluency in French and English is required (oral and written).

Desirable

Knowledge of national languages ​​is an asset.
