Background

iMMAP and OCHA have collaboratively been working together to strenghten information management in humanitarian response in Ethiopia.

The mission of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to i) alleviate human suffering and disasters in emergencies; ii) advocate for the rights of people in need; iii) promote preparedness and prevention; and iv) facilitate sustainable solutions.

As part of its operations, OCHA Ethiopia produces and delivers a number of information products and services including data coordination, databases, and infographics which inform the humanitarian community in their response to the humanitarian situation in the country.

OCHA is seeking a National Information Management Officer (IMO) to assist in the production and delivery of Information Management products and services. She/He will be part of the Southern Hub, working in close relationship with the head of the sub-office and the Information Management Unit in Addis.

Presentation

Organizational Setting and Reporting Relationships: This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Country: Ethiopia, Duty Station: Hawassa. The National Information Management Officer reports to Head of the OCHA sub‐office and will work in close relationship with the OCHA Information Management Unit in Addis Ababa.

Responsibilities: Within delegated authority, the National Information Management Officer will be responsible for the following duties:

· Coordination

Support the Head of the sub‐office with data coordination, especially as it relates to sectoral data (eg. Who does What Where and When (4W) data, and assessment data); build/maintain regular contacts with partners in the geographic area to collect operational data and to ensure it meets relevant standards and is available for exchange; develop strong links with other IM staff in the humanitarian community to promote coordination and information‐sharing between organizations; engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners; work closely with clients to identify their needs and advise on the information products and services that OCHA can offer to enhance their work; participate in coordination meetings to identify information needs and provide technical support; advocate for the use of data standards and common platforms, and for the open exchange of information; ensure appropriate dissemination of meeting minutes, assessment reports and other information products to relevant partners.

· Data Management

Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high‐value humanitarian data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis, including compiling and updating available GIS data (GPS tracking, data from other agencies, etc.); consolidate operational information on a regular schedule to support analysis; maintain contact and distribution lists.

· Data Analysis

Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques; participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a Common Humanitarian Dataset; understand, document and ensure the quality of high‐value humanitarian data for accuracy, consistency and comparability; contribute to planning and monitoring reports.

· Early Warning and Needs Assessments

Support the local governments to strengthen their Early Warning Systems and provide high quality analysis to support on‐going early warning initiatives leading to early action.

Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, situation analyses and multi‐cluster initial rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

· Geographic Information System (GIS) & Mapping

Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high‐quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.

· Visualization

Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline; produce 4W data analysis and present the data using tabular/graphical representation; develop various snapshots (IDP, Accessdevelop advocacy materials including posters, presentations and other visual materials.

· Performs other related duties, as required.

Any other duties as may be requested by the Head of the sub‐office or the Head of the Information Management Unit.

· Technological Awareness:

Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education: Advanced university degree (Master’s degree or equivalent) in information management, information systems, data science, social science or related field. A first‐level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of two years of progressively responsible experience in information management, information systems, data science, web management, data management, geographic information systems & mapping, needs assessments, data visualization, or other related area. Experience managing information in disaster response or complex emergencies is desirable. Relevant experience within the UN system or an international organisation is desirable. Proficiency in Microsoft Office, in particular Microsoft Excel, is required. Knowledge of current GIS software (ArcGIS, Google Earth, QGIS) and Adobe Illustrator is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Afaan Oromoo is required.
