Introduction

1. Context
DRC is a Danish international non-governmental organization that promotes and implements sustainable solutions to the problems faced by refugees and displaced persons. Present since 2006 in the Central African Republic, DRC is present in more than 30 countries in conflict helping populations through the construction of shelters, the provision of food, the establishment of income-generating activities, legal aid and a wide range of other protection services. In CAR, DRC operates in 3 regions: Ouham, Ouham-Pende, and Ombella-M’Poko. Its programmatic strategy is focused on 3 sectors: protection and social cohesion, economic recovery and livelihoods and emergency responses to immediate needs related to population displacement.
2. Purpose
General objective of the position:
Reporting to the Area Manager, the Program Manager will be responsible for the proper implementation of DRC activities, aimed at contributing to the promotion of sustainable solutions and the protection environment for returnees/internally displaced persons and vulnerable populations. The program will aim in particular to improve food security and livelihoods of returnees/internally displaced persons and vulnerable populations by supporting Village Savings and Credit Associations (VSLAs) and Income Generating Activities (IGAs), the protection of populations through a community-based protection system and individual assistance, in the prefecture of Ouham Pendé in the North-West of the CAR on the border with Eastern Cameroon. Based in Bocaranga, the Manager manages the project teams on a daily basis in order to provide quality assistance adapted to needs. She/He carries out precise budget monitoring as well as constant planning and ensures the achievement of the objectives of the projects for which she/he is responsible. She/He contributes to the development of the food security and livelihoods strategy, protection or any other sector of intervention of DRC in the prefecture of Ouham Pendé and to its effective implementation in compliance with the DRC and donor guidelines. The Program Manager will also be responsible for contributing to the proper coordination of actions with the consortium partners and other actors in the target intervention areas of the program.
3. Responsibilities
Project Management
- Ensures constant monitoring of project achievements and activity and process indicators and reports on them monthly;
- Ensures the monitoring of budgets and planning of expenditure in compliance with DRC and lessor rules and reports on them monthly;
- Updates the project monitoring tool and the budget monitoring tool monthly and communicates it to the coordination;
- Ensures the planning and updating of the activity schedule at least monthly;
- Ensures the monitoring of project implementation partners;
- Establishes the purchasing plan with the logistics department and ensures monitoring of purchases throughout the projects;
- Monitors and analyzes the operational environment from a protection perspective, and shares information and data contributing to the development of strategies to strengthen DRC’s protection response;
- Participates in the identification of new EREC and protection needs and in the writing of new proposals.
Team management
- Establishes a recruitment and financing plan and ensures the recruitment of protection teams if necessary in collaboration with the HR department;
- Strengthens staff capacities through constant support and coaching as well as specific and regular training sessions to ensure the quality of the activities implemented;
- Ensures the daily management of teams including planning, evaluations and career monitoring;
- Ensure fluid communication within the team and a good understanding of everyone’s roles and responsibilities.
Technical support
- In collaboration with the technical coordinators (ECREC, Protection) and the Program Manager, ensure that the projects implemented are in line with the strategy, donor standards and DRC standards;
- Ensures that DRC activities comply with all humanitarian standards (SPHERE, IASC, etc.);
- Support to teams to ensure that ECREC and protection programs are well targeted and adapted to the context;
- Ensures that protection information and sensitive information is collected in accordance with internal and international standards on data protection and that this information is analyzed monthly to identify trends to adapt the Protection strategy and activities.
- Actively contributes to ensuring the transversality of protection in all programs implemented by DRC in Central Africa
- Provides regular supervision of field activities to guarantee the quality of interventions and provides ongoing technical support to teams
- Verifies that quality Protection data is collected, entered and analyzed monthly to inform the program.
Monitoring, reporting and development
- Develops program monitoring tools in coordination with the MEAL department;
- Writes donor reports in coordination with the Grants department and the Protection coordinator;
- Writes protection analysis reports on a monthly basis which are shared externally;
- Participate in the development and writing of new projects;
- Conducts needs assessments on a regular basis to inform strategy.
Ethics and Compliance
- Manage the resources (material and financial) made available to him for the activities of his department and provide supporting documents on time;
- Comply with and respect all procedures (administration, HR, finance, purchasing and logistics) in force and current conditions as stipulated in the DRC Code of Conduct and the internal regulations governing DRC staff;
- Demonstrate flexibility to respond to the requirements and instructions of his/her supervisor for service needs at any time;
- Perform any other tasks outside of those mentioned above requested by his hierarchy and in accordance with his area of responsibility.
Coordination
- Ensures coordination and representation with other ECREC actors and protection of the area;
- Ensures the sharing of relevant information at the area and sub-area level
4. Experience and technical skills (including number of years of professional experience)
- At least 3 years of experience in implementing multi-sector projects
- At least 2 years of experience in personnel management in similar positions;
- Proven experience in travel contexts;
- Experience working with local NGOs and state actors would be an asset
- Good understanding of international humanitarian law, human rights, protection monitoring, programs for the fight against gender-based violence, for child protection, and on social cohesion and durable solutions;
- Good knowledge of integrated livelihoods and protection programs is an asset;
- Very good command of humanitarian principles;
- Experience working on projects funded by multiple donors;
- Experience in supervising and strengthening the capacities of national staff;
- Very good skills in report writing, project monitoring, and budget management;
- Solid experience in information protection management and associated analysis tools: Excel, Kobo, Power BI.
- Strong organizational, interpersonal, negotiation and communication skills;
- Ability to cope with heavy workloads and work under pressure in a volatile environment,
- Highly motivated, results-oriented and creative in problem solving;
- Excellent command of basic IT tools (Office, Outlook, etc.);
- Perfect command of French (reading, speaking and writing) and professional command of English;
- Good understanding and commitment to DRC values
