Position Title: National Officer (Emergency and Preparedness)

Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Head of Programs, the incumbent will provide support to the IOM Philippines Mission in the area of emergency response and preparedness. The position will have a specific focus on leading projects to build the capacity of key government stakeholders for emergency preparedness and response, liaise with government during emergency response to disasters and provide strategic guidance to the mission and donors.

Core Functions / Responsibilities:

1. Lead a team focused on enhancing the capacities of multiple government line agencies focused on disaster preparedness and response including, but not limited to the Department of Social Welfare and Development (DSWD), Department of Human Settlements and Urban Development (DHSUD) and the Philippines Coast Guard (PCG).

2. Plan and coordinate the implementation of the operational activities related to capacity building on emergency in the Philippines and closely monitor the financial aspects, and planning the administrative and staffing needs of the project appropriately.

3. Develop and supervise related project work plans and aspects of project implementation to ensure the optimal allocation and management of resources;

4. Ensure related project activities and outputs are met within the agreed timeframe and budget and in accordance with IOM policies, rules and procedures while taking into account other donors’ requirements as stipulated in the signed agreement.

5. Lead further project development and reporting requirements related to projects under supervision.

6. Participate in government forums, UN coordination mechanisms including CCCM and Shelter cluster meetings and technical working groups.

7. Coordinate and lead Camp Management and Camp Coordination cluster.

8. Undertake travel duty both within and outside of the Philippines as assigned.

9. Perform such other duties as assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Social Science, Business Administration, Political Science or a related field from an accredited academic institution with at least two (2) years of relevant experience in shelter training and emergency/recovery response.
  • University degree in the above fields with at least four (4) years of relevant professional experience.

Experience

  • Experience in liaising with government authorities as well as with national and international institutions.
  • Minimum of five years’ experience in humanitarian coordination and community engagement activities; Shelter and CCCM trainings/programming.
  • Experience in programmes for shelter projects and construction management
  • Familiarity with financial and business administration.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of the Government’s Post-Disaster Shelter Programming
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of Shelter Cluster Coordination SOPs.
  • Knowledge of the SPHERE Standards.

Languages

For this position, fluency in English and Filipino is required.

Knowledge of a second official UN language is desirable.
