The Jesuit Refugee Service ( JRS ) is a Catholic non-governmental organization that provides services to refugees and forcibly displaced persons in more than 50 countries around the world. The JRS is a work of the Society of Jesus ( the Jesuits ). As stated in its Charter, the JRS’s mission is to support, serve and defend the rights of refugees and displaced persons. The JRS collaborates with other humanitarian organizations and agencies in order to support forcibly displaced persons, to provide them with quality services, and to make their situation known publicly in such a way that their rights and dignity are more respected. The JRS fulfills its mission under the mode of a personal presence to refugees; the service offered by the JRS is always direct, of the pastoral type, and exposed to the suffering of refugee life. The Jesuit Refugee Service ( JRS ) is an international non-governmental organization whose mission is to support, serve and defend the rights of refugees and forcibly displaced persons. The organization was founded in November 1980 and has a presence in more than 50 countries. JRS hires services at national and regional levels, with the support and advice of an international office in Rome. The JRS’s service style is human and spiritual, working in situations of greater need, in search of the long-term well-being of refugees and displaced persons, without neglecting their immediate or urgent needs. The JRS offers possibilities for a wide variety of staff, local and international, while maintaining a realistic and localized system of salary / allowance’insurance, etc.
PROPOSED CONDITIONS
Duration: 1 year renewable according to the performance of the recruit and the availability of funds.
Test period: 3 months, renewable once.
Base: N’djamena.
Start of mission: As soon as possible
Net salary: According to the JRS salary grid.
Housing:
- Housing premium: 990, 91 Euros per month ;
- Paid leave scheme: 24 working days over the period;
- Rest and recovery ( R & R ): three ( 3 ) R & R of 5 working days over the year, for a total of 15 days. The right of enjoyment is obtained after each three ( 3 ) months of effective service with the assumption of the plane ticket for the journey N’djamena – country of origin of the recruit ;
- Fees covered by JRS: Aller-Return transport from the place of recruitment to the place of employment and covered visa costs.
- International insurance: medical cover, 24/24h assistance, repatriation.

DESCRIPTION OF THE POST
Introduction
Jesuit Refugee Service ( JRS ) is an international Catholic organization at work in more than 50 countries with the mission of accompanying, serving and defending the rights of refugees or forcibly displaced persons. The JRS has been present in Chad since January 2006. In order to respond effectively to the needs of compliance with administrative and financial procedures for efficient and transparent management of the budgets allocated to JRS Chad projects, the JRS West Africa regional office decided to create the post, the National Compliance and Internal Control Officer from 2016.
General objective of the position
- The National Responsible for Compliance and Internal Control has not only a role in identifying financial regulations within JRS Chad, the code of good conduct and good professional practices to be followed as well as the control of their application, but also a role of advice, information and training
- The National Compliance and Internal Control Officer guarantees compliance with financial policies and procedures in accordance with the financial and reporting requirements of all JRS donors ;
- The National Compliance and Internal Control Officer guarantees that the internal control systems are in place and monitored by all of the JRS finance staff and all appropriate staff ;
- The National Responsible for Compliance and Internal Control ensures that all the necessary tools JRS ( checklists, organizational charts, etc.) are available and regularly used by all appropriate personnel.
Main responsibilities of the position
- In close collaboration with the national finance department, conduct and document annual internal controls and develop action plans to remedy weaknesses within a reasonable time. Ensure that there is an adequate separation of tasks between cash receipt, disbursement, bank reconciliation and financial database maintenance functions ;
- Develop, initiate, maintain, and revise policies and procedures to prevent illegal or improper, unethical conduct ;
- Defines the ethical rules, identifies the personnel concerned and sets the restrictions on personal transactions.
- Identifies potential conflicts of interest and puts in place management rules when they cannot be avoided
- Be actively engaged with the internal and external audit team and ensure that the results related to financial management are closed within the prescribed deadlines and that relevant lessons are learned from the audits ;
- If necessary and in collaboration with the National Finance Officer, assist in the recruitment, training and assignment of finance personnel ;
- Reports directly to the National Director, on a weekly basis, on the results of internal control assessments ;
- Quickly inform the National Director and the Regional Director of all known or suspected cases of fraud and / or ethical violations.
Report and communication
- The National Control and Compliance Manager will report monthly to the DN and the DR
- In the event of a serious management fault noted, its report must be sent directly to the Regional Director with a copy to the Deputy Regional Director and the HR Regional Manager.
Profile sought
Training
- Graduate diploma in accounting, finance or related fields or equivalent work experience required. Professional certification in accounting, or in a related field, is highly sought after.
Position requirements
- A minimum of 3 years of professional experience in a position of Financial Management Officer, with at least three years in a supervisory position ;
- Strong orientation in customer service and effective communication skills ( good listener, positive, give support, clear, constructive, and accessible ) both written and oral ;
- Mastering French is required, knowledge of English would be an asset ;
- Excellent Excel skills and knowledge of other application software, such as Word, Visio and PowerPoint desirable ;
- Ability to prepare and teach training materials ;
- Allocation to work the hours necessary to meet deadlines, and to work under pressure ;
- Desire to work in a collaborative and proactive team environment, but capable of working independently.
