Context:

Under the overall supervision of the Head of Sub-Office, with direct administrative and technical supervision of the National Peace, Transition and Recovery Programme Coordinator, the successful candidate will be accountable and responsible for the implementation of projects focused on preventing, managing and resolving conflict as a driver of displacement in Bangsamoro Autonomous Region and Muslim Mindanao (BARMM) and its neighbouring areas. The successful candidate will work on initiatives that seek to address physical, social, and structural impediments at the individual, communal or societal/institutional levels to peace and conflict management in line with IOM policies, standards, and commitments.

Core Functions / Responsibilities:

1. Provide coordination, analysis, and technical guidance, on the planning, implementation, and development of the projects related to but not limited to conflict reconciliation, mitigation and management, community violence reduction, security sector reform, and political and socioeconomic inclusion and transformation.

2. Coordinate the overall implementation of the projects in the areas of responsibility in a timely manner and provide technical and administrative monitoring to the project activities, teams, and implementing partners, in line with IOM’s standards, commitments, and donor requirements.

3. Develop project implementation plan and roadmap related to identification, prioritization and engagement of beneficiaries and linkages to key stakeholders and government counterparts.

4. Contextualize the projects and activities to the specific needs of the communities and stakeholders and promote inclusive and resilient approaches to peace and development programming.

5. Monitor the planning, quality control and execution of project’s budgets in line with IOM’s standards, commitments, and donor requirements.

6. Ensure timely preparation of quality, results-based project reports, briefers, updates, and success stories in accordance with IOM and donor requirements, including through consolidation of information from project’s means of verifications, Monitoring & Evaluation (M&E) activities, project partners updates.

7. Conduct necessary assessments, information verification or validation, updating and feedbacking, and monitoring in line with project implementation deliverables and M&E plans.

8. Identify emerging challenges, opportunities, trends and priorities, and provide inputs and recommendations to improve and develop programme service.

9. Support the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.

10. Contribute to establishing partnerships and coordination with governments, UN agencies, development and peace actors, private sectors, academe, and CSOs for efficient and effective delivery of services.

11. Participate in any related events, initiatives, meetings that are institutionally and programmatically relevant to IOM’s programming in the area of responsibility.

12. Undertake duty travels in support of the programme and perform other duties that may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree on Conflict Studies, Peace and Development, Sociology, or a related field from an accredited academic institution.
  • University degree in the above fields with a minimum two years of relevant professional experience

Experience

  • Experience in managing humanitarian, development and/or peacebuilding programmes and capacity-building activities with the UN, Government and INGOs.
  • Experience in liaising with governmental authorities as well as with national and international institutions.
  • Experience in project development, reporting, management and implementation, research, and policy formulation.

Skills

  • Outstanding skills on staff management, coordination and liaison, capacity development in a multicultural team environment.
  • Strong background on peacebuilding, community stabilization, and socioeconomic development programming in armed conflict affected areas.
  • In depth knowledge on migration issues, data protection, project management, and reporting.
  • Good knowledge of UN system, joint programming and bilateral donor programming.

Languages

For this position, fluency in English and Filipino is required (oral and written). Working knowledge in BARMM language is an advantage.
