Consultancy to assist the newly established Pre-departure Orientation (PDO) unit at the Ministry of Manpower (MoM) to develop a national PDO guide under specific objective one of the “Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa” (THAMM) project in Egypt.
- Project Context and Scope:
The consultancy will contribute to the successful implementation of the “Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa” (THAMM) programme. The project aims to foster mutually beneficial regular labour migration and mobility for North African countries, and to maximize the benefits of labour migration and mobility for countries of origin and destination, as well as migrant workers and their families. THAMM also contributes to improving the governance for labour migration and the protection of migrant workers in North of Africa.

- Analytical report on existing research on the topic, as well as available PDO material delivered by governmental and non-governmental actors who provide potential migrant workers with career counselling, job matching, pre-employment training, PDO, and/or any service that resembles PDO in nature.
- A first draft for the national PDO guide.
- Final version of national PDO guide.
- Pre & post evaluation forms from the training delivered to MoM’s PDO unit staff on the final version of the PDO guide.

Successful and timely delivery of quality documents as indicated under Section 6 which are endorsed by IOM.
- Education, Experience and/or skills required.
A bachelor’s degree in law, business administration, social science or other relevant field with at least one year of experience.
a) Preferably holds a master’s degree in a field relevant to the assignment, such as planning or management, social sciences, political sciences, or other relevant fields with atleast five years of work experience.
b) Professional experience in the field of migration management at the policy and technical levels, preferably to labour migration management projects with a government or UN agency.
c) Professional and previous experience in assisting government institutions and ministries in Egypt and elsewhere to draft policies, manuals and strategies.
d) Excellent knowledge of migration issues and key institutions in Egypt,;
e) Demonstrated leadership abilities and organizational capacity;
f) Strong interpersonal and communication skills;
g) Strong writing skills;
h) Can work independently and as part of a team;
i) Results-oriented;
j) Good computer skills;
k) Excellent command of written Arabic and English;
l) Proven ability to demonstrate innovative thinking, proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;
m) Proven work experience in conducting institutional capacity assessment and capacity building interventions.
