THE ROLE
Provide support to policy and programme activities that effectively address food assistance needs. Under the direct supervision of the WFP Country Office Human Capital Manager, the Programme Officer will ensure the planning and monitoring of the implementation of the School Feeding programme in the areas covered by the WFP Country Office.
In particular, he will be responsible for the following tasks:
KEY RESPONSIBILITIES (non-exhaustive, within delegated authority):
- Manage the development and implementation of school feeding plans and activities, providing technical oversight and guidance to the team and colleagues, contributing to programmatic strategy and identifying opportunities for new funding, engagement, program quality improvement and innovation.
- Coordinate strategic engagement with relevant government officials, platforms and networks, including development, humanitarian, donor and research partners.
- Provide specialist expertise and contribute to the development of school feeding project activities, plans and processes in the specific technical work area ensuring alignment with broader programme policies and guidelines.
- Provide effective coordination and expert project management support for a range of school feeding activities to ensure that the various activities are delivered within the set objectives, in accordance with WFP policies and procedures.
- Within specific area of responsibility, prepare a variety of elaborate reports and analyses of background data (e.g., food assistance needs, resource utilization, program status, performance) and make recommendations to supervisors, ensuring that products delivered meet company standards and quality control.
- Manage a team of support staff, providing advice, guidance and training to ensure the achievement of individual and team goals.
- Contribute to the development of the national school feeding programme through collaboration with relevant government departments and continental instruments.
- Manage the local school feeding programme (HGSF) in close coordination with government, implementing partners in the same direction, ensuring complementarity of the multiple components of the HGSF, in particular food systems strengthening and social behaviour change communication (SBCC) for children and communities
- Support the identification, development and management of potential partnerships for collaborative work leading to improved food assistance packages.
- Support capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, for example through support to the management of learning initiative projects.
- Provide guidance to support agents, acting as a reference point and assisting them with analysis and queries.

QUALIFICATIONS AND EXPERIENCE REQUIRED
EDUCATION
- Have an advanced university degree in international affairs, economics, nutrition/health, agriculture, environmental sciences, social sciences or other field relevant to international development assistance, or an undergraduate university degree with additional years of related professional experience and/or training/courses.
EXPERIENCES
- Have at least one year of experience in planning and implementing school feeding activities, including fund management.
- Have experience in implementing technical school feeding programs based on local production
- Have experience in implementing programs and contributing to the design of operations;
- Have experience in contributing to strategic discussions and decisions.
LANGUAGE :
