Within delegated authority, the M&E Officer Operations will be responsible for the following duties:
• Ensure the Monitoring, Review and Evaluation plans is regularly updated and reviewed in coordination with M&E Unit, Activity Managers and Management
• Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures(SOP) and establishment of baselines and targets in alignment with the updated corporate results framework(CRF).
• Ensure a proper on-boarding of new-comers and update M&E on-boarding packages as needed
• Regularly consult M&E Issue Tracking tools and ensure issues are escalated, addressed and solved where necessary. Periodically summarize recurring issues and development long-term improvement actions together with line manager and M&E focal points
• Track performance of Field Offices and Third Party Monitors (TPM) against plan and agreements, verify validity of information and identify recurring performance issues. Prepare recommendations for line manager for action
• Contribute to building M&E capacity of WFP staff, TPM and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
• Manage the relationship with TPM companies, including preparation of tenders in collaboration with Procurement Unit. Regular update and follow-up meetings with TPM.
• Analyze output and outcome data for quarterly and annual reporting and donor reports as required and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
• Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis. In particular produce monthly and quarterly process monitoring reports. Create standardized monitoring reporting tools and prepare presentations for meetings on monitoring findings.
• Support and over time lead the preparation of the Annual Country Report (ACR) from M&E side.
• As necessary support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.
• Manage the Budget of the M&E function in coordination with the supervisor to track expenditures, budget changes (e.g. due to new rates) and prepare material for the Head of Unit to advocate for appropriate financial resources
• Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
• Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
• Participate in the integration of protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
• Support COMET team in following up on data entry and ensuring reconciliation and other relevant action are taken.
