Context:
Under the overall supervision of the Head of Programme Support Unit in Manila and direct supervision of the Head of Sub-Office in Cotabato, the incumbent will contribute to project development and reporting in Mindanao in coordination with Programme Teams particularly with the Programme Coordinators, Heads of Satellite Office and Administrative Units. Additionally, s/he will support the coordination and management of partner organizations (INGOs, NGOs and CSOs) for all programmes under IOM in Mindanao in line with IOM regulations and donor requirements, with technical guidance from the Programme Coordinators and Head of Sub-office in Cotabato.
Core Functions / Responsibilities:
1. Contribute to the design and development of new projects/programmes in line with donor priorities and in close coordination with the relevant programmatic units, partner organizations, and other relevant stakeholders.
2. Coordinate the preparation of donor reports in close coordination with programme units, consolidate and review donor reports and ensure they are in line with IOM and donor requirements, clearly reflect the results achieved and are timely submitted.
3. Contribute to the strengthening of IOM’s network of partners in Mindanao, including Civil Society Organizations, INGOs, NGOs, UN agencies, and, where appropriate, government agencies and ministries.
4. Conduct desk research to gather and analyze information on the context of Mindanao and monitor changes in government policies that may impact humanitarian, development and peacebuilding programming.
5. Work closely with the heads of thematic units in Cotabato, and heads of satellite office across Mindanao to facilitate fluid sharing of information, including with relevant units in the Country Office.
6. Support liaison efforts with donors, partners, and governmental and non-governmental stakeholders, with guidance from the Head of Sub-office, Programme Coordinators and Head of Programme Support Unit in Manila, including through drafting and reviewing the agenda of events, assisting the documentation of events, and supporting the development of project briefs, information briefers, presentations and talking points.
7. Review IOM Implementing Partners narrative reports and project progress for compliance, in coordination with the Head of Sub-office, Programme Coordinators, and Head of Programs in Manila.
8. Plan and coordinate capacity building sessions with partner organizations and IOM staff on project development and reporting.
9. Provide oversight to the Monitoring & Evaluation (M&E) and communications and visibility work of the Mindanao activities, ensuring plans, tools, and materials are developed in line with donor requirement and in coordination with Head of Sub-office, Programme Coordinators and Head of Programme Support Unit in Manila.
10. Provide technical inputs and support the consolidation of IOM’s institutional reports, including but not limited to Institutional Questionnaires, in coordination with Head of Sub-office, Programme Coordinators, and Head of Programme Support Unit in Manila.
11. Support the operationalization of IOM’s framework on Accountability to Affected Population (AAP) and contribute to execution of mitigation measures to risks such as on Sexual Exploitation and Abuse (SEA).
12. Undertake duty travels as required and perform such other duties as may be assigned.
13. Perform other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree in Political or Social Science, International Relations, International Development, Migration Studies, Peace and Conflict Studies, Public Administration, or a related field from an accredited academic; or
- University degree in the above fields with minimum two years of relevant professional experience.
Experience
- Experience in humanitarian and peace building programmes and capacity-building activities.
- Experience in working with UN agencies and/or NGOs is preferable.
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Familiarity with financial and business administration.
- Strong knowledge and understanding of Mindanao context are a distinct advantage.
Skills
- Strong writing skills and experience in report writing, project development and/or project management with a preferred focus on humanitarian assistance, development and/or peacebuilding programmes;
- Familiarity with financial and business administration an advantage;
- Ability to effectively use standard office software, such as MS Office (Word, Excel, Power Point and Publisher);
- Knowledge of InDesign, Illustrator and/or Photoshop, an advantage.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge in any Mindanao languages.
