DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. “Implemented by the Europe and Central Asia Division, the project “Fostering security sector governance and oversight in Armenia as basis for crisis prevention and stabilization” aims at supporting security sector reform in line with democratic norms, standards and good practices. We are looking for a motivated and highly qualified individual to be our next:
NATIONAL PROJECT OFFICER (100%)
Unit: Europe and Central Asia Division, Operations Department (OPS ECA)
Location: Yerevan, Armenia
Starting date: March 2025
Duration: 12-month fixed-term contract with the possibility of extension
YOUR ROLE
Under the supervision of the Geneva-based head of the DCAF programme in Armenia, the incumbent will support DCAF in the implementation of DCAF programme activities in Armenia.
Overall tasks and responsibilities:
In close consultation with the Head of the DCAF Assistance Program in Armenia,
- Support the project team in the design, implementation and monitoring and evaluation of projects and/or mandates, including budget monitoring and review and reporting to donors
- Provide substantive inputs at a technical / activity level; contribute to the development of knowledge tools, as needed
- Deliver training and presentations to diverse audiences as requested; help debriefing training sessions
- Prepare mandate, project and activity summaries, background notes, speaking points, presentations and other project related materials
- Contribute to methodology development and project documental review, contribute to report writing, lessons learned activities
- Support the organisation of events and conferences, including with development of an agenda, identification of venue and provision of logistical support
- Help to identify evidence of successful interventions; support and manage learning from projects and mandates and knowledge development
- Provide analysis on political developments relevant to programme implementation and contribute to the assessment and mitigation of risks.
- Contribute to and coordinate administrative and logistics support (in close collaboration with the admin officer based in Yerevan and the project team based in Geneva)
- Collect and compile information and contribute to corporate results-based management (RBM) reporting
- Under the guidance of the Head of DCAF assistance program in Armenia, maintain communication channels and good work relations with national and international stakeholders relevant to the implementation of the project
- Jointly with the Head of the DCAF Programme in Armenia, represent DCAF in Armenia in the context of the project, by participating in relevant meetings and events, in line with DCAF’s mission, values and objectives
- Perform any other duties assigned to him/her by the Head of the DCAF Programme in Armenia and support the project team as required.
YOUR EXPERIENCE
- Advanced university degree (Master’s) in a relevant field such as political science, international relations, public administration or law;
- Minimum 5 years of work experience on issues related with democratic governance, security sector reform and democratisation, working in national institutions, multilateral organisations or NGOs;
- Knowledge and experience in results based project management;
- Good knowledge of the national political system, and the security sector especially;
- Strong organizational skills with an ability to work reliably and independently and deliver results within the given deadlines;
- Excellent communication skills (oral and written);
- Fluency in Armenian and English;
- Advanced user of Microsoft Office tools.
ADDITIONAL REQUIREMENTS:
- Armenian citizenship/valid residency at the time of application is a pre-requisite;
- Excellent inter-personal skills and ability to establish and maintain effective partnership and working relations in a politically diverse and sensitive environment;
- Concept driven and analytical skills; High attention to detail.
- Experience in project management, event and conference organization is an asset.
- Facilitation, presentation and writing skills are an asset.

- Ability to travel abroad.
