Context:
Under the Overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Program/Project Officer, the National Project Officer will be responsible of coordinating all DTM activities and other tasks in the Sub office of Mananjary.

Core Functions / Responsibilities:
In this context, under the general authority of the Head of Mission of IOM Madagascar, the Head of
Programme and in coordination with the Administration and Finance Unit of the Antananarivo Office,
the National Project Officer – South East Madagascar Displacement Monitoring will be responsible for:
• Coordinate and supervise the implementation of all DTM activities as set out in the project
framework documents in the districts of Mananjary, Nosy Varika, Manakara, Ikongo,
Farafangana, Vangaindrano, Befotaka, Midongy
• Organize and facilitate training of local collectors and users on DTM tools and equipment;• Coordinate, supervise and support large-scale field assessments to collect regular information on population displacement at the district level using DTM tools;
• Monitor progress against the objectives, deliverables and work plans established with the Antananarivo office for the portfolio; and report according to the established reporting schedule on these results and on the information collected using the DTM tools;
• Oversee the recruitment of local staff, consultants, and other temporary staff required for the implementation of the DTM activities, in coordination with the Head of Program and in accordance with IOM internal regulations and established procedures;
• Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
• Master’s degree in Social Sciences of Development or Sociology or related field with zero experience.
• Bachelor’s degree in Social Sciences of Development or Sociology or related field with two years experience.

Experience
• Experience in coordinating DTM activities
• In planning and supervising programmatic implementation of project activities,
• In coordinating capacity building activities for governments authorities and other parties.
• In drafting of financial and technical reports.
• Expertise in project evaluation and impact assessment
• Experience in technical, administrative and financial management of projects.
• Proven experience and capacity in terms of cooperation and liaison with institutional partners, UN system organizations, local and international non-governmental organizations, and local communities;
• Technical experience in the field of geographic information systems (GIS) is an advantage.

Languages
For this position, fluency in French is required (oral and written). Working knowledge of English

Skills
• Advanced knowledge of the issues and realities of the South West of MADAGASCAR”.
• Knowledge in DTM (Displacement Tracking Matrix) and ETT (Emergency Tool Tracking) activities.

• Excellent report writing skills in French and English.
• Excellent communication and organisational skills.
