Organizational Context

The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors. Overseas, as part of the IFRC network, our International Services department helps deliver critical assistance to some of the most vulnerable communities in the world, in partnership with the global Red Cross Red Crescent Network. In Indonesia, American Red Cross partners with Indonesian Red Cross/Palang Merah Indonesia (PMI) to enhance its humanitarian mission in country with technical and financial support to achieve its vision and mission, in close coordination with the IFRC Country Cluster Office and IFRC network.
American Red Cross has been supporting humanitarian work in Indonesia as an integrated partner of IFRC since 2005 in disaster management with a focus on national society development for disaster preparedness, climate risk management, and emergency response during disasters and crisis. We adhere to a collective impact model in order to leverage technical, operational and cost efficiencies in partnership with our Red Cross Movement partners including IFRC in our support to further augmenting PMI’s capacities and efforts. Currently, American Red Cross supports several disaster and climate risk reduction and organizational development programs funded through USAID/BHA and private philanthropies and contributes funding and technical support to response operations.

Job Purpose

This position will provide leadership and management oversight of the American Red Cross – Indonesia Country office and will be responsible for office management in Indonesia and assure successful implementation of its Strategic Partnership Plan (SPP) with Indonesian Red Cross (PMI), working within the IFRC system. The Country Representative will develop and implement a long-term strategy and operational plans to benefit PMIs humanitarian role in Indonesia aligned to their Strategic Plan and IFRC 2030 Strategy. As a member of the International Services management team, the Country Representative provides strategic vision, planning and direction in leading partnerships and programs designed and led by PMI to sustainably achieve their goals to increase community preparedness, reduce the impact of climate induced risk, and sustain services in Indonesia in accordance with international standards and the local context.

The Country Representative develops strategies in alignment with National Society priorities and American Red Cross doctrine and manages resources within her/his country to ensure goal achievement and execution of country plans and is accountable for achieving all performance targets for the country in the areas of Mission, Money, People and Team. She/he develops and maintains strategic relations with donors and partners within the country to position the National Society and its programs.

The Country Representative will be responsible for ensuring that managerial, administrative, and financial procedures comply with American Red Cross and IFRC policies while providing technical/program support in the implementation of the programs. The Country Representative will be the direct supervisor of American Red Cross staff within the country to facilitate support the National Society in delivery of program results and capacity enhancement efforts.

The position reports directly to the American Red Cross Global Division Director for Asia Pacific (in Bangkok, Thailand) and maintains an integrated, collaborative relationship with the IFRC Head of Delegation and team, and American Red Cross Divisional Office in Bangkok, Thailand and HQ teams in Washington, D.C.

Job duties and responsibilities

Representation and Program Development

  • The individual fosters a robust collaboration among the American Red Cross and its Movement partners, ensuring effective communication of National Society needs and programs.
  • Lead transition to collective impact model with IFRC, implement SPP, and develop strategies with PMI, IFRC, partners, and donors, ensuring full PMI engagement.
  • Establishing close relationships with USAID/UN agencies, tracking new business opportunities with US Government/multilateral entities, and identifying funding overlaps with PMI and American Red Cross expertise.
  • Develop and update Indonesia’s strategic partnership plan with PMI, yearly operational plans, and project proposals, aligning with American Red Cross strategic direction and lessons learned.
    Effectively collaborate with PMI, IFRC, American Red Cross management, partners, and consultants, representing the organization at meetings and networking with key stakeholders.
  • The role involves providing updates and presentations to the Asia Pacific Division and HQ American Red Cross teams, leading staff meetings, and ensuring proper institutionalization of strategic and technical doctrines.
  • The individual serves as the primary liaison between NHQ, Division, and Host National Society within the country, escalating issues to the Global Division Director for follow-on coordination.

Office and Program Leadership

  • The individual is responsible for overseeing the performance of American Red Cross-supported programs, projects, initiatives, and staff, providing strategic planning input, achieving activity targets, and making decisions in project implementation.
  • The goal is to apply quality project management techniques to all aspects of funded initiatives, including program design best practices, effective monitoring, evaluation, and timely reporting.
  • The role involves managing planning, forecasting, and budgeting processes, ensuring timely program spending, adhering to project agreements and regulations, supporting capacity building, providing progress reports, and providing professional administrative and logistical support to American Red Cross programs.
  • Stay updated on disaster management, organizational development, climate change, and health emergencies, integrate them into programs, contribute to knowledge sharing, and conduct regular field visits for monitoring and quality assurance.
  • Collaborating with NHQ and division counterparts, ensures country team is knowledgeable and compliant with American Red Cross and IFRC corporate policies, donor requirements, and Movement component rules.
  • The individual is responsible for leading the security plan, updating it annually, and ensuring staff safety, while maintaining current policies and protocols related to the American Red Cross team’s safety and security in line with National Society security policies.

Staff Management

  • Manage program staff, orient them on strategies, expectations, and roles; ensure they have competencies, support, and technical assistance; supervise, coach, and promote a learning environment; foster a culture of transparency, problem-solving, and teamwork.
  • The individual is responsible for establishing and achieving the country delegation’s goals, monitoring and supporting program managers, and overseeing grant projects and budgets, ensuring timely, scope, and budgeted grant delivery.
  • The individual is responsible for staffing decisions, including hiring, goal setting, performance management, engagement, and retention, and provides regular feedback and coaching to team members.
  • Consulted on staffing decisions for operations support functions, including hiring, goal setting, performance management, and removal, involving finance, business operations, monitoring, evaluation, and research and learning.

Job Requirements

Education

  • Master’s degree in management, Social Science, Disaster Management, Organizational Development and/or relevant field (preferred)
  • Bachelor’s degree in management, Social Science, Disaster Management, Organizational Development and/or relevant field (required)

Experience

  • At least 15 years’ experience with 7 or more years management experience
  • At least 7 years’ experience with program design and project management; ability to design and manage all stages of disaster risk mitigation, preparedness, recovery and rehabilitation projects and/or organizational development
  • Experience studying, training and working outside of Indonesia
  • Demonstrated success in proposal writing and securing funding
  • Experience identifying and establishing institutional capacity building initiatives, particularly for local partner organizations
  • Experience collaborating with government agencies, international organizations and working through local implementing partners
  • Experience in donor/partners relationship management. Must have experience with USAID or USAID/BHA funded projects
  • Proven field work experience in disaster response operations or similar contexts
  • Understanding of and/or experienced with Red Cross and Red Crescent Movement

Knowledge and Skills

  • Excellent skills in problem solving, conflict resolution, advocacy, and stakeholder coordination
  • Excellent skills in budgeting and financial management
  • Proven leadership and relationship-building skills and ability to build and motivate diverse and talented groups
