Context:
Under the overall supervision of the Chief of Mission, and the direct supervision of the Staff Counsellor Somalia, and the technical coordination of the Staff Counsellor in the Regional Office in Nairobi, Kenya, the National Staff Welfare Officer will contribute to the implementation of the Staff Welfare activities in IOM Somalia.
Core Functions / Responsibilities:
- Assist the Staff Counsellor in the overall strategy and implementation of Staff Welfare components in IOM Somalia, including planning, development, and implementation of targeted activities.
- Provide in person and online Psychological First Aid (PFA) to staff members and dependents in post critical incidents and other emergencies, and link to available support social services as necessary.
- Participate in and, when required, coordinate Staff Welfare responses to emergencies and critical incidents; assist the Staff Counsellor in case of complex emergencies requiring a coordinated response.
- Support the development and provide training and awareness sessions on relevant and culturally adapted topics including but not limited to psychoeducation, stress management, prevention of burnout, emotional processing, dealing with critical incidents, and personal wellbeing.
- Assist the Staff Counsellor conducting psychosocial risk assessments in the workplace and help, as appropriate, to address highlighted issues, in coordination with the Staff Counsellor and senior management.
- Raise awareness, sensitize, and support to staff through the dissemination of culturally and gender appropriate mental health and psycho-educational materials.
- Support the set-up and strengthening of internal and local referral mechanisms to ensure staff have awareness and access to resources and services, especially in times of crisis.
- Closely coordinate and support the Staff Association Committees, Respectful Workplace Focal Points, Protection and PSEA focal points to tackle and address dynamics that increase risk of poor mental health in the workplace e.g., misconduct, harassment, and discrimination.
- Participate in Staff Welfare global team meetings and activities (monthly group supervision, team coordination meetings, team retreats, etc.); participate to the relevant UN Working Group and other relevant technical fora in Somalia and liaise with UN counterparts on matters related to staff welfare.
- Prepare reports and perform other administrative duties in a professional manner.
- Undertake frequent duty travels within Somalia to remote and challenging areas (IOM sub-offices).
- Perform any other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree in clinical psychology, counselling, social work, or other mental health profession with two (2) years of relevant professional experience; or
- Master’s or Equivalent or Higher in the above fields.
Experience
- Additional training, certification, or experience in a range of related fields, such as alcohol/substance misuse, stress management, critical incident, cross-cultural communication, conflict resolution, trauma, etc. will also be considered.
- Experience with other UN Agencies, International Humanitarian Organizations, or Employee Assistance Programs considered essential.
- Experience in a range of related fields, stress management, critical incident management, cross-cultural communication, gender studies, conflict resolution, substance misuse, vicarious trauma etc.
- Demonstrated knowledge of information technology and proficiency in Microsoft Office applications, especially Excel, Word, PowerPoint.
Skills
- Excellent interpersonal and communication skills, including emotional intelligence and listening skills.
- Excellent analytical and problem-solving skills.
- Knowledge of the UN system and humanitarian architecture in Somalia.
- Ability to deliver training and awareness sessions, in person and online.
- Ability to work with and maintain strict confidentiality.
Languages
For all applicants, fluency in English and Somali is required (oral and written).
Working knowledge of Arabic is an advantage.
