About the Program

The New Colombo Plan (NCP) is a signature initiative of the Australian Government which aims to lift knowledge of the Indo-Pacific in Australia by supporting Australian undergraduates to study and undertake internships in the region. Students undertake Scholarship programs, participate in Mobility projects, and on completion join an Alumni program. The strategic objective of the NCP is to strengthen Australia’s regional standing by building a diverse cohort of Australian alumni with deeper Indo-Pacific knowledge, capability, and connections, contributing to the development of enduring people-to-people and institutional links, as part of the Australian Government’s public and economic diplomacy.

Palladium is contracted by the Department of Foreign Affairs and Trade (DFAT) to manage the NCP Managed Administration and Support Services program (the MASS program) which underpins the effective operation of the Scholarship, Mobility and Alumni programs of NCP, and provides the cross-cutting functions of Finance and Funds Management, Communications, Business Engagement, Risk Management, and Monitoring, Evaluation and Learning. MASS provides these support services on behalf of the DFAT New Colombo Plan Secretariat (NCS) who oversees the program, manages performance and contract delivery and lead on all NCP strategy, policy, and key stakeholder relationships.

Role

The Engagement and Communications Officer will develop professional and engaging marketing and communications products for both online and print as part of the communications, alumni, and stakeholder engagement functions of the NCP. With a focus on social media, the Engagement and Communications Officer will drive content and engagement across the NCP social media channels. The role will be required to regularly liaise with key stakeholders, including NCP scholars, alumni, universi ties, and businesses to source, develop and deliver content.

The role is a full-time, 3-month fixed term contract with the ability to start as soon as possible and no later than the end of May 2023 is essential.

Location

Our preference is for the role to be based in Adelaide however we will consider candidates who are based in other locations and or flexible working conditions.

Primary Duties and Responsibilities

Provision of high-quality marketing and communications products and activities

  • Source, develop and deliver regular social media content for publishing on NCP channels.
  • Source, develop and deliver regular case studies and qualitative stories from across each NCP Program that showcase the NCP and support public diplomacy and promotional initiatives.
  • Support the development and implementation of integrated digital media and communications plans to harness and build the NCP digital community.
  • Undertake social media monitoring, administration, reporting and analysis activities for the Program in line with relevant guidelines.
  • Support the development and delivery of professional promotional and marketing campaigns in accordance with established brand guidelines.
  • With guidance from the Manager, Engagement, Communications and Events, develop and deliver a range of communications products and resources, including newsletters, booklets, videos, photos, reporting templates and other graphic design.
  • Liaise with external contractors to source merchandise, photography and videography services, and other services and products as required.

Effective stakeholder relationship management

  • Communicate effectively across multiple stakeholders.
  • Conduct promotions and outreach activities to stakeholders as required.
  • Continually adopt best practices to enhance communications, promotions, and stakeholder engagement activities.
  • Contribute to or prepare (as required) Program reports and plans related to the delivery of communications, promotions, and stakeholder engagement activities for the Program.

Events

  • Support the development and delivery of a range of professional face-to-face and virtual events, trainings, and networking opportunities for Program participants and stakeholders.
  • Support promotional and outreach activities including at schools, universities, educational expos as required.

Other program duties

  • Support the broader NCP Program team by providing other communications and administration support services including developing and maintaining standard templates, proofreading, and editing reports and corporate documents, and other administration tasks as required.
  • Assist in the development and ongoing review of Program documentation and resources.

Required Qualifications and Key Competencies

Essential

  • Tertiary qualifications or demonstrated equivalent experience in communications, marketing, digital media, or a related discipline.
  • Proven experience in delivering successful communications and marketing (traditional and social) campaigns.
    Ability to source, write and edit communications materials for a range of channels and stakeholders, including social media, print and online.
  • Experience using the Adobe Creative suite for producing basic creative content and marketing collateral.
  • Experience working with web content management systems, online platforms, and social media.
  • Demonstrated ability to manage a varied workload and produce materials within deadlines.
  • Excellent interpersonal skills, verbal and written communication, and ability to establish and maintain positive working relationships with a range of stakeholders to achieve high-quality communications and promotional outcomes.
  • Demonstrated sound judgement and ability to work within and apply communications and branding guidelines and policies appropriately, including implementing and adapting to policy changes.
  • Fluency in written English.

Desired

  • Experience working in the government or higher education industry.
  • Demonstrated understanding of the tertiary student market especially undergraduates and associated digital communications strategies and tactics using a range of social media platforms.
