New Business Development (NBD) Manager – Ukraine Regional Response (MENAEE RO) At Save the Children

ROLE PURPOSE:

The Ukraine Regional Response NBD Manager will report directly into the Regional Director for Resource Mobilisation Policy Advocacy and Communications, and work to coordinate on funding opportunities for Ukraine and Ukraine Regional Response (including for Poland, Romania and Latvia, as well as Member responses). Essentially the role will play a triage function and ensure that the regional pipeline and funding is effectively tracked and that the strategic funding ambition for the regional response is met.

In addition, the function will work closely with the PDQ Directors, NBD Managers, and Awards Managers in response countries to develop and update the Regional Ukraine Response fundraising strategy, donor map, and engagement plans, and to ensure that country teams follow best NBD practices, as outlined in the Global NBD Toolkit and measured against the Global NBD Competency Framework.

Where needed, the function will play a backstopping role and support Ukraine Regional Response country teams with proposal writing and coordination.:

KEY AREAS OF ACCOUNTABILITY:

Funding Strategy Development and Implementation – 15%

  • Lead the development and implementation of a high-quality Fundraising Strategy and Donor Engagement Plans, linked to 2022-2024
  • Support, drive and accelerate sustainable pipeline and portfolio growth for Save the Children in Ukraine Response countries (not including Ukraine) covering humanitarian, transition, and development programmes working in alignment with the global funding strategy

Relationship Management and Donor Engagement – 15%

  • Support regional Country Directors, Team Leads, PDQ Directors, and Technical teams to build strong relationships and funding partnerships.
  • Participate in donor visits when in relevant Ukraine Regional Response countries to gather information on strategy and present SC’s work.
  • Proactively engage on a strategic basis with institutional donors at the country or regional level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including programme funding.
  • Represent Save the Children as needed with key institutional, corporate, foundation and other donors.
  • Ensure SCI in Ukraine Regional Response countries have NBD best practice approaches and systems for planning, and undertaking stakeholder engagement with identified prospects and ongoing key partnerships.

Strategic Portfolio Planning – 40%

  • Support strategic planning and operational processes and tools that achieve high-quality award portfolios.
  • Track all pipeline opportunities and funding for the regional Ukraine Response.
  • Effectively communicate the region’s pipeline and priority funding gaps, as agreed with CDs and Country Leadership Teams to the movement. These may include thematic/program gaps, co-financing gaps, and operational sustainability gaps.
  • Proactively work with the country teams to drive improvement in strategic portfolio planning across the movement.
  • Facilitate conversations with PDQ, TE, and Operations teams to gather intelligence, assess competitiveness, make Go/No Go decisions, and adequately resource teams build for pursuing all strategic funding opportunities. Lead Go/No Go processes, including for Gift in Kind for the region.
  • Maintain and build capacity in systems or processes for collecting donor, implementing partner, and competitor intelligence and information.
  • Proactively guide and support PDQ and TE teams where necessary to rigorously assess the strengths and weaknesses of potential strategic partnerships for programme development and implementation.

Proposal Development, Writing, and Submission – 25%

  • Work with the CD’s, Team Leads, PDQ, and NBD who steer the proposal development process, packaging and submissions
  • Work together with in-country PDQ Directors, NBD Managers and/or Technical Advisers, Finance and Operations in writing proposals, including for Gift In Kind
  • Ensure quality review of proposals submitted, steer lessons learned processes in NBD and Proposal Development

Recruitment, Change Management and Capability Strengthening – 5%

  • With guidance and support from regional resource mobilization team, support country offices’ TE, Finance, AM, and PDQ staff with capacity building around business development.
  • Ensure best practice ways of working by attending regional BD Communities of Practice and embedding best practices into country offices’ ways of working.
  • Support Country Teams with the recruitment of NBD functions, including review of Job Descriptions, development of Interview Grids, and participation on interview panels and selection committees.

QUALIFICATIONS AND EXPERIENCE

EXPERIENCE AND SKILLS

Essential

  • 7+ years demonstrated experience identifying and securing funding from government donors, multilateral agencies, corporate donors and/or foundations.
  • Demonstrated experience in leading assessments of funding landscapes, and developing programme funding strategies to meet strategic goals.
  • Demonstrable subject matter expertise in Donor Partnerships, Award Management and/or NBD / fundraising processes, protocols and best practices.
  • Substantial Institutional/fundraising and or award management experience, including working within a complex matrixed organization (evidence of experience within the Save the Children movement an advantage).
  • Experience in solving complex issues through analysis, collaboration and ensuring buy-in.
  • Proven capacity to support and coach staff, ultimately building their capabilities and competencies (incl. remotely)
  • Excellent business partnering, communication, and relationship-building skills.
  • Demonstrated ability to develop and manage productive relationships with SC Member agencies and senior staff.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to work under pressure and meet tight deadlines with strong attention to detail.

  • A Master’s degree in a relevant major

In the case of a Category 1 and Category 2 response, the candidate must reflect the experience and qualifications of Grade 2. This must include the following proven behavior/experience:

  • Demonstrate leadership and management skills in a complex international setting.

Previous experience as a member of the Senior Management Team.
