NGO Forum – South Sudan

The South Sudan NGO Forum is a member organisation, supporting the operations of over 100 International NGOs and 400 National NGOs providing humanitarian, development and peacebuilding work in South Sudan. The NGO Forum Secretariat coordinates the work of one of the largest NGO Forums in the world, supported by INGO, NNGO and Joint steering committees. This includes coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement on other vital issues regarding humanitarian relief, recovery and development.

Purpose of the Role

The Information Analyst works as part of the NGO Forum security team within the NGO Forum Secretariat. The purpose of the team is to support NGOs operations across South Sudan by providing security/safety advice and crisis management for continued delivery of aid assistance for purposes of saving and improving lives.

The Information Analyst leads the work of the NGO Forum on issues relating to context analysis and its effects on the safety and security of NGO staff and operations. The role will contribute to the improvement of the safety and security of humanitarian operations via the delivery of timely, accurate and relevant safety/security context information. Although the role will have an emphasis on information management and analysis, it will also provide additional support to NGO Forum members on operational security and safety issues, and proactive mitigation of safety risks.

Responsibilities

Contextual Analysis

  • Stay well informed with political, security, humanitarian and economic developments in South Sudan, as well as the broader region.
  • Liaise and share information with NGO security officers, UN, donors, diplomatic corps, private sector and any other relevant external stakeholders observing good information sharing practices.
  • Monitor security management and humanitarian-related research and publications.
  • Support the facilitation of Security meetings, briefings or workshops as necessary and ensure information is disseminated to relevant stakeholders.
  • Act as the lead focal point for contextual analysis of the situation in South Sudan for the NGO Forum and its members.
  • Lead work on improving security and contextual analysis for the NGO Forum to support members.

Information collection and management

  • In coordination with the security team, manage an incident database in order to record and produce regular security reports, document and analyse trends.
  • Proactively build relationships with external stakeholders to strengthen information analysis.
  • Produce and disseminate daily updates, weekly security reports and briefs, ad hoc analyses and monthly and annual trend analyses.
  • Maintain a security resource database of security manuals, and other practical tools and documents accessible to NGO Forum members.
  • Engage with external actors to advise on enhancing coordination of security information and analysis between agencies and the UN system.

Communication

  • In coordination with the security team, facilitate regular NGO security meetings, briefings and workshops as often as necessary and ensure information is disseminated to relevant stakeholders.
  • Represent the NGO Forum at meetings with UNMISS, UN AFPs, donors, diplomatic corps, and other external stakeholders and advocate NGO security challenges and needs.

Other tasks

  • Support improved analysis of the overall security context.
  • Deputise for NGO Forum management positions where required.
  • Be prepared to provide 24/7 security advice to NGO Forum members.
  • Support the security team in representing the NGO Forum at meetings with the UN, donors, diplomatic corps, private sector and any other relevant external stakeholders.
  • Be prepared to travel to field locations as and when required.

Required skills & experience

Essential skills & experience

  • Degree in conflict/security studies, political science, international development, or a relevant subject.
  • Significant experience of working with NGOs, experience in insecure / post-conflict contexts is essential, or equivalent experience, with security analysis or management responsibility.
  • Solid understanding of the UN system, integrated missions, principled humanitarian assistance.
  • A self-starter, flexible and able to multi-task and improvise.
  • Strong ability to work within a diverse team as well to follow projects independently. Strong communicator with good interpersonal skills.
  • Demonstrable experience of report writing
  • Excellent written and spoken English skills required, including demonstrated ability in writing briefing papers and other information products.
  • Able to read, digest and accurately analyse large amounts of information, provide succinct summaries and explain the significance of that information.
  • Able to recognise and respect confidentiality.
  • Excellent computer literacy.

Desirables skills and experience

  • Masters or higher degree in a relevant subject or equivalent experience
  • Experience in South Sudan or East Africa
  • Experience in data analysis, data visualisation and/or mapping
  • Experience in coordination or inter-agency support
