WHAT WE DO
SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to the vital needs of, drinking, eating, s’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.
DESCRIPTION OF THE MISSION
After interventions in 2006, then from 2012 to 2015, following heavy floods and the influx of Malian refugees, SOLIDARITES INTERNATIONAL opens again in 2020, with a, faced with the deterioration of the security situation and’ engages in new actions to improve water, sanitation and hygiene (EAH) services in several departments.
In 2023, SI operates in the Tilabery region with an operational base in Banibangou (under Abala base) and a recently opened base in Goteye (under Ayerou base) to assist the displaced to the border of Burkina Faso. Coordination is in Niamey.
The mission is funded by 3 donors; ECHO and BHA for complementary responses to the MRR in EHA and Shelters. CDC for a multisectoral response in displacement areas. Overall SI carries out activities of’abris d’urgence et semi-durable, cash d’urgence, d’AGR and coupons.
The strategy of SOLIDARITES INTERNATIONAL in Niger for 2024 is to continue the activities of 2023, cover more areas, diversify its donor portfolio and develop its multisectoral approach.
JOB DESCRIPTION
Overall objectives :
L’Administrateur.trice – logisticien.ne de base ensures the administrative, accounting, financial and logistical management of its base, in compliance with donor procedures and Solidarity International.
It organizes the logistical and administrative support to the programs.
He is the guarantor of the correct application of the Human Resources Solidarity International policy and is responsible for the supervision of all logistics activities on its basis.
Main Challenges :
Accompany and supervise the’assistant.e log admin on the use of software SAGA, Homer and Link
IT focal point on the mission and related to headquarters. Continuous support for the basics of issues related to the computer tool and work software (Teams , Link , SharePoint , Office Pack)
The first projects will concern financial management (cash movement) and human resources
Deepen the analyses made to the budget follow-ups each month
In connection with the HR coordination, set up a team of staff delegates.
Working around EAPs and their treatment (’action plan, training needs, etc.).
Ensure compliance with internal (IS) and external procedures (Beliers, State, etc.)
Priorities for the first 2/3 months :
Monitoring of basic staff contracts
Monitoring of management tools: Logistics Follow up ( LFU ) for consumption of Log budgets in a rational, effective and efficient manner.
Ensure administrative and logistical reporting
Help Program Managers in the implementation of budget planning and monitoring tools
Market research and establishment of framework agreements at the grassroots level
Training and communication schemes with staff representatives
Establish a broad supplier database to facilitate field acquisitions
In connection with the project manager, complete the purchase chronograms
YOUR PROFILE
Training :
Training in Administration, Finance and / or humanitarian logistics
Experiences and technical skills :
More than 2 years of experience in an international NGO
Experience as a financial manager, HR and logistics of a base.
A prior experience with SI will be a much appreciated asset
Mastery of Accounting Software, Excel, SAGA; Homer and Link
Organizational and prioritization skills, ability to manage multiple things at the same time and ability to structure work within a team.
Autonomy, organization, ability to prioritize and work under pressure.
Knowledge of the Sahelian context and knowledge of the contexts of Niger appreciated
Experience in difficult security areas.
Languages :
French compulsory
English
Language of the country would be a plus
IF WILL OFFER YOU
An salaried position : According to experience, from 2310€ gross per month (2100€ basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 550€.
SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.
Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.
Security constraints : Niger suffered a military coup on 26/07/2023. In connection with this coup, the ECOWAS heads of state, have had to take a number of sanctions against the country ranging from the closure of borders with other ECOWAS member countries, to, as well as ecomomic sanctions that disrupt the proper functioning of activities.The menace of a military intervention of ECOWAS was announced if not return to constitutional order. Mediations are currently underway. Also in connection with this coup, spontaneous demonstrations of support are organized quite often. The movements of the teams are then followed by loans and are limited to what is strictly necessary, sometimes going to confinement.
CONDITIONS OF LIFE :
The accommodations (Guesthouse) and offices are connected, and each expat will have his private room. Wearing a professional mobile phone with credit is mandatory at any time to be able to answer or call in case of an emergency. The telephone and internet coverage is good.
Travel possible on foot during the day and travel by car from 18h.
Existence of’a curfew on the cities of’Abala and Banibangou.
