Niger – Assistant in charge of Programmes At COOPI – Cooperazione Internazionale

COOPI is looking for a Program Assistant in NIGER

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. COOPI currently works in the Diffa region in the areas of protection, mental health, and education in emergencies, in Niamey and Agadez in mixed migration with the management of the crossing boxes and the psychosocial support of refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition / health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation ( AICS ), USAID / BHA, SRF and United Nations agencies ( UNHCR, UNICEF, IOM ).

Objective of the position

Under the supervision of the Programme Officer, the’assistant will mainly be in charge of monitoring the implementation of COOPI Niger projects, by supervising the quality of activitiesL’assistant will be based in Niamey, with movements in all the areas of’intervention.

Responsibilities

  • Attend in the definition of programme strategy and to attend in the coordination of COOPI Niger interventions ;
  • Monitoring the implementation of ongoing projects ;
  • Monthly monitoring of projects in cooperation with project managers, the head of S&E and’administration ;
  • Assist project managers in the supervision of the correct financial and logistical management of the project in collaboration with the’administrator and the logistician ;
  • Facilitate and contribute to the capitalisation of COOPI projects in Niger ;
  • Contribute to the preparation and drafting of quality project reports and in line with the contractual rules of donors ;
  • Maintain good relations with the implementing partner and local, civil, traditional and community authorities for the successful completion of the project ;
  • Collect lessons learned and implement case studies to facilitate future programming and strategic directions ;
  • Propose and organize ad hoc training (project cycle, monitoring/supervision, funding procedures, COOPI internal tools, etc.) ;
  • Any other task necessary for the proper functioning of the programme requested by the Programme Officer.

Candidate profile

Essential

  • University education (Bac + 5) and a master’s degree in the field of international cooperation ;
  • 2 Years of’experience in the humanitarian sector in programme management and/or coordination ;
  • Excellent reporting ability ;
  • Excellent mastery of French & English indispensable ;
  • Ability to work under pressure, in short timeframes ;
  • Strong ability to work in an intercultural context ;
  • Sense of’organisation, management and planning ;
  • Ability to work in a team and in a multicultural context ;
  • Good negotiating capacity and habit of interacting with members of community, religious and state authorities at different levels ;
  • Flexibility and ability to work in a very difficult context, under pressure, in an environment that is often uncomfortable and unstable in terms of safety ;
  • Excellent stress and isolation management.

Desirable

  • Knowledge and experience in the Country ;
  • Previous experience with COOPI and knowledge of its procedures ;
  • Knowledge of the Italian language ;
  • Work experiences in French-speaking African countries ;
  • Knowledge of donor rules and procedures ;
  • Knowledge of humanitarian and / or development project management tools ;
  • Communication, networking and representation skills in the humanitarian context.
