COOPI is looking for an Assistant Program Officer in Niger

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of transit huts and psychosocial support for refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM).

Job Objective

Under the supervision of the Program Officer, the assistant will be mainly responsible for monitoring the implementation of COOPI Niger projects, supervising the quality of activities . The assistant will be based in Niamey, with travel to all intervention areas.

Responsibilities

  • Assist in defining the program strategy and assist in coordinating COOPI Niger interventions ;
  • Monitor the implementation of ongoing projects;
  • Monthly monitoring of projects in cooperation with project managers, M&E manager and administration;
  • Assist project managers in supervising the correct financial and logistical management of the project in collaboration with the administrator and the logistician;
  • Facilitate and contribute to the capitalization of COOPI projects in Niger;
  • Contribute to the preparation and writing of quality project reports in line with the contractual rules of donors;
  • Maintain good relations with the implementing partner and local, civil, traditional authorities and the community for the successful completion of the project;
  • Collect lessons learned and establish case studies to facilitate future programming and strategic directions;
  • Propose and organize ad hoc training (project cycle, monitoring/supervision, financing procedures, internal COOPI tools, etc.);
  • Any other task necessary for the proper functioning of the program requested by the Program Manager.

Candidate profile

Essential

  • University education (Bac + 5) and a master’s degree in the international cooperation sector ;
  • 2 years of experience in the humanitarian sector in program management and/or coordination;
  • Excellent reporting skills;
  • Excellent command of French and English essential;
  • Ability to work under pressure, within tight deadlines;
  • Strong ability to work in an intercultural context;
  • Sense of organization, management and planning;
  • Ability to work in a team and in a multicultural context;
  • Good negotiation skills and experience interacting with members of community, religious and state authorities at different levels;
  • Flexibility and ability to work in a very difficult context, under pressure, in an environment that is often uncomfortable and unstable in terms of security;
  • Excellent stress and isolation management.

Desirable

  • Knowledge and experience in the Country;
  • Previous experience with COOPI and knowledge of its procedures;
  • Knowledge of the Italian language;
  • Work experience in French-speaking African countries;
  • Knowledge of landlord rules and procedures;
  • Knowledge of humanitarian and/or development project management tools;
  • Communication, networking and representation skills in the humanitarian context.
