COOPI is looking for a Protection Programs Manager in Niger
COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry . Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of transit huts and psychosocial support refugees and migrants, in the regions of Tillabéry and Tahoua with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM) .
Job objective
Ensure coordination, programming and monitoring of the implementation of activities and evaluation of projects in the field of protection. The Protection Programs Officer will also be responsible for drafting new proposals and supervising project reports, in liaison with the Programs Officer and the Head of Mission. Based in the coordination office in Niamey, he/she will be part of the program team (sector coordinators, project managers).
Responsibilities
Project monitoring
- Technical supervision of project management in the field of protection , child protection in emergencies (PESU) and gender-based violence (GBV)
- Supervision of the planning and implementation of COOPI protection programs in Niger, through direct supervision of protection staff, and ensuring a high level of technical quality of activities
- Technical support for the design and improvement of protection interventions, child protection, fight against GBV, including the sharing and development of tools, guidelines and standards, and staff training
- Supervision of the development and good management of the project database and regular transmission of official project documents to the Program Coordinator and Niger coordination
- Ensure the co-facilitation of the Child Protection Sub-Cluster (SCPE) in coordination with UNICEF, leader
Development of project proposals
- Support provided to the Program Manager, the Meal Manager and the program team to ensure the preparation of project proposals in line with the country strategy
- Editorial, research, coordination and information sharing tasks between different staff
- Support for consultants, project managers in the preparation of new project proposals: technical assistance, monitoring of compliance with guidelines
- Support in the collection, analysis and presentation of basic information for the preparation of contextual analyzes of projects, the effective application of results-based management tools and the design of management objectives
- Supervision of the significant integration of transversal protection in other areas of COOPI intervention
- Dissemination, implementation and monitoring of the PSEA in all COOPI offices in Niger
Report
- Contribute to the preparation and writing of project reports financed by various donors in line with contractual rules
- Maintain and share an internal reporting plan
Monitoring and evaluation
- Monthly monitoring of protection projects in cooperation with project managers, M&E manager, administrative coordinator and program coordinator
- In collaboration with the Program Coordinator, validation and transmission of technical reports to donors
- Collection of lessons learned and implementation of case studies to inform future programming and strategic directions
- Organization and implementation of evaluation missions planned by the projects: participation in the development of the ToR of possible consultants, organization of field visits, preparation of internal and external evaluation reports, feedback to staff (heads of project, program coordinator, country coordinator)
- Support the program team in the collection, updating and regular analysis of specific data from the different projects and inform the programmatic monitoring tools of each project, support in the drafting of studies, evaluations, and COOPI research as needed
- Support for the provision of data for information management matrices/tools designed at the cluster/sectoral working group level of the OCHA humanitarian system
- Possible organization of ad hoc training (project cycle, monitoring/supervision, financing procedures, internal COOPI instruments, cross-cutting protection issues, etc.)
Human resources and training
- Participation au recrutement des staffs national

- Participation aux entretiens d’évaluation des membres de son équipe fonctionnelle
Communication
- Support for the production and dissemination of COOPI communication and visibility tools and products in Niger (newsletter, project sheets, brochures, success stories, photos/videos, etc.)
- Collection of data and information necessary in collaboration with field teams to supply communication products
Others
- Participation in meetings of the Protection Cluster and GBV Sub-cluster, and also in the Intercluster (ICCG) and other coordination meetings
- Participation in strategy presentation meetings and calls for proposals
- Collection, sharing and archiving of project and other documents as needed
- Facilitating knowledge sharing and skills development
- Summary and internal and external dissemination of lessons learned from COOPI’s experience and good practices in the field of protection
Candidate profile
Essential
- University Degree in Political/Social Sciences, International Relations, Development, International or equivalent
- At least 5 years of experience in managing and coordinating emergency projects including 3 years in protection programs, child protection or a similar field
- Previous experience working with different donors (ECHO, INTPA, USAID/BHA, AICS and UN Agencies)
- Strong technical understanding of child protection and protection in emergencies
- Experience in reporting, project development, monitoring and evaluations
- Excellent level of written (writing skills) and oral communication in French required
- Analytical abilities and skills
- Ability to work under pressure
- Ability to work in a team and independently
- Good command of common software (Word, Excel, Power Point)
- Respect for COOPI values/mission
- Excellent command of the French language , written and spoken, and good knowledge of the English and Italian languages
Desirable
- Previous experience with COOPI and knowledge of its procedures
- Previous experience in West Africa
