COOPI recherche un/e Chef/fe de Projet au Niger
COOPI est présent au Niger depuis 2012 avec un bureau de coordination àNiamey, et de bases terrain à Diffa, Agadez, Tahoua, Maradi et Tillabéry. Actuellement, COOPI travaille dans la région de Diffa dans les secteurs de la protection, la santé mentale, et l’éducation en situation d’urgence, à Niamey et Agadez dans la migration mixte avec la gestion des cases de passage et l’appui psychosocial des réfugiés et migrants, dans les régions de Tillabéry et Tahoua avec des interventions dans le domaine de la nutrition/santé et de l’éducation d’urgence, à Maradi avec un projet de protection. Les principaux bailleurs de fonds sont ECHO, l’Union Européenne, la Coopération Suisse, le FHRAOC, la Coopération Italienne (AICS), USAID/BHA, SRF et les agences des nations unies (UNHCR, UNICEF, IOM**).**
Objectif du poste
Sous la supervision du Charge de programme, le Chef de Projet sera responsable de garantir la correcte mise en œuvre du projet ainsi que la gestion administrative, logistique et des ressources humaines, dans le respect des engagements pris avec les bénéficiaires et le bailleur des fonds. Le poste est basé à Tillabery.
Responsabilités
Gestion projet
- Programmer et contrôler le déroulement des activités prévues dans le contrat, en collaboration avec le staff du projet
- Préparer le plan de travail opérationnel et la documentation du projet concernant de changements éventuels au plan initial
- Assurer la mise à jour régulière des données financières du projet en conformité avec les données financières de l’administration pays
- Assurer, que les systèmes de suivi du projet soient en place et effectifs et veiller au suivi des indicateurs et des activités
- Effectuer un suivi régulier de la bonne mise en œuvre de toutes les activités sur le terrain, avec transmission des informations sur une base périodique et selon les besoins
- Préparer tous les comptes rendus, rapports techniques et financiers exigés et les transmettre à la coordination pour validation
- Élaborer un compte-rendu de capitalisation de l’expérience développée dans le projet
- Ensure good institutional relations with beneficiaries, project partners, local authorities and the donor
- Directly represent or organize the regular representation of COOPI to the clusters and technical groups associated with the project
- Ensure compliance with COOPI and donor procedures in all activities and actions related to the project, operational, administrative, financial or logistical
Administrative/financial responsibilities
- Plan the expenses to be made
- Check the consistency of expenses in relation to the project budget
- Regularly monitor expenses incurred and supervise accounting and cash management and the project account using COOPI management tools
- Prepare the project purchasing plan
Logistics/security responsibilities
- Supervise and organize the proper preparation of material resources necessary for the execution of the project
- Ensure the proper management of assets acquired for the project
- Monitor effective compliance with safety procedures by all members of the project team
- In conjunction with the Country Coordinator and the Logistics Coordinator, analyze the security situation in the project intervention area and decide on the actions to be implemented , if necessary, in relation to the security plan
Human ressources
- Organize and document the recruitment of the technical project team , in collaboration with the administration and the HR manager
- Manage the staff assigned to the project, following the work plans of each staff
- Reframe any behavior that does not comply with COOPI regulations, policies and procedures
- Organize/facilitate weekly coordination meetings of the project team and share the minutes with the Country coordination
- Carry out periodic staff evaluations and refer to country coordination
Communication
- Support for the production and dissemination of COOPI communication and visibility tools and products in Niger (newsletter, project sheets, brochures, success stories, photos/videos, etc.)
- Collection of data and information necessary in collaboration with field teams to supply communication products
Other tasks
- Skills building/coaching of local implementing partners
- Ensure the quality of activities through gender technical support
- External representation: other members of the consortium, Clusters and associated technical groups, thematic working group meetings
Candidate profile
Essential
- Studies in Political Sciences, Development or Humanitarian Aid or related fields
- Professional field experience in the field of development cooperation/humanitarian aid of 3 years
- Professional experience with donors such as USAID/BHA
- Knowledge of the project cycle, the world of humanitarian aid and development cooperation
- Ability to work in a team and in a multicultural environment
- Excellent interpersonal and communication skills
- Good command of common software (Word, Excel, Power Point)
- Excellent command of the French language , written and spoken, and knowledge of the English language
- Excellent writing skills in French
- Sense of organization and teamwork, flexibility
- Ability to work under pressure, independently and in an often uncomfortable environment
- Previous experience in the field of protection/MSPSS in a humanitarian context
- Respect for COOPI values/mission
Desirable
- Previous experience in French-speaking African countries
- Previous experience with COOPI and knowledge of its procedures and tools
