Niger – Financial Monitoring Manager At COOPI – International Cooperation

COOPI is looking for a Financial Monitoring Manager in NIGER

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry . Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of transit huts and psychosocial support refugees and migrants, in the regions of Tillabéry and Tahoua with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM).

Job objective

Based in Niamey, with monthly movements on base where projects are developing. He/she will be able to use COOPI logistics equipment according to the provisions of logistics and security coordination. Field trips must be made regularly to monitor project activities. He/she verifies the accuracy of project accounting and expenditure forecasts for all projects. Ensure the completeness and accuracy of financial reports and their documentation in relation to the internal procedures of COOPI and donors.

Responsibilities

On a monthly basis:

  • Receive from project administrators updated and complete accounts, cash and bank controls and expenditure forecasts for the following months;
  • Verifies that the Country Coordination’s expenditure forecasts are correctly included in those of the projects;
  • Verifies the accuracy and consistency of the accounts with the internal rules of COOPI and the donors;
  • Makes, after verification with the Country Administrator and the Project Administrator, any corrections;
  • Transmits to the Regional Administrator, the Country Administrator, the Audit Manager and the Project Administrator the project accounts and expenditure forecasts verified and corrected if necessary.

Interim and final financial reports:

  • Verifies the accuracy of interim and final financial reports according to the internal rules of COOPI and donors;
  • Sends interim and final financial reports and all attached documents to the Regional Administrator for final validation;
  • Maintains a physical and electronic archive of financial reports sent to donors with their attached documents.

Candidate profile

Essential

  • University degree in economics, accounting or equivalent ;
  • At least 2 years of experience in economic and financial project management and accounting;
  • Experience in financial information for donors;
  • Excellent writing and use of Office software;
  • Ability to use accounting software;
  • Leadership and managerial capacity;
  • Spirit of adaptation in complex living conditions, resistance to stress;
  • Excellent work organization and team building skills;
  • Flexibility, sense of initiative and autonomy;
  • Ability to work in a team and by objectives;
  • Experience in staff training;
  • Ability to operate in unstable and complex political and security contexts and in a multicultural environment;
  • Excellent negotiation and communication skills;
  • Knowledge of written and spoken French and English ;
  • Interest and motivation to work in an NGO, while respecting its values ​​and principles.

Desirable

  • Work experiences in French-speaking African countries;
  • Professional experience in Africa and/or conflict/post-conflict contexts is a plus;
  • Previous experience with COOPI and knowledge of its procedures.
