COOPI is looking for a Project Administrator in Niger
COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of transit huts and psychosocial support for refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM).
Job Objective
The Project Administrator ensures the correct administrative and financial management of the projects supported by COOPI by ensuring the supervision of the economic, financial and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in risk management (security, health, fraud / corruption, PSEA, etc.) for the projects and local partnerships he supervises.
Responsibilities
Administrative/financial management
- Ensure the correct management of the project’s accounting in accordance with Coopi procedures and those of the donors;
- Ensure the correct management of the project’s cash flow (cash register and bank) and monthly reconciliation (physical and with accounting software) in collaboration with the Project Manager;
- Ensure regular updating of project financial data in accordance with the financial data of the country Administration;
- Check with the Project Manager and present to the Country Administrator the consolidated monthly expenditure forecast targeting the monthly fund request;
- Ensure regular updating of the project’s accounting and IT accounting instruments to enable monitoring and control of expenditure;
- Guarantee the financing of the project through the financing forms, while respecting the expenditure forecast drawn up and requesting those of the consortium partners;
- Supervise the payment of monthly tax and social security taxes;
- Ensure the transfer of administrative, accounting and financial instructions between Project Managers and between accounting assistants;
- Ensure budgetary modification and amendments, in collaboration with the Project Manager, the Country Administrator, the Program Manager;
- Ensure the drafting of interim and final financial reports for the project in collaboration with the Project Manager, under the supervision of the Country Administrator;
- Ensure electronic and physical archiving of administrative and accounting documents related to the project.
Logistics management
- Ensure regular verification of purchasing and supply operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan in compliance with the procedures of the lessor and COOPI;
- Ensure control of supporting documents and contracts with suppliers;
- Verify compliance and observance of tax law;
HR management
- In collaboration with the HR administrator, ensure the administrative management of the project’s national staff in compliance with the Country Labor Code and the Coopi HR manual;
- Ensure with the HR manager and the Project Manager the compliance of the procedures for recruiting local staff, preparation of ToRs and contracts, job descriptions, pay slips, monitoring of leave, absences, evaluations, disciplinary measures, individual requests;
- Supervise and train national administrative staff assigned to the project in collaboration with the Project Manager;
- Participate and supervise the selection of national accounting and administrative staff;
- Ensure the evaluation of its national administrative staff;
- Supervise the administrative management of the project’s national staff in accordance with the country’s Labor Code and the Coopi HR manual.
Candidate profile
Essential
- Higher education (bachelor’s degree) or equivalent with experience in the field of economics and finance, development cooperation, international relations or the implementation of international projects;
- At least 2 years of experience in economic and financial management of projects and in accounting in NGOs (experience working in Africa and/or in conflict/post-conflict contexts is an asset);
- Proficiency in spoken and written French;
- Proficiency in common software (Word, Excel, Power Point);
- Experience in using accounting databases;
- Experience in financial reporting and internal control management;
- Sense of organization and teamwork;
- Ability to work under pressure, independently and in an often uncomfortable environment;
- Ability to work in a sensitive and complex political and security context and in a multicultural environment;
- Interest and motivation to work in an NGO while respecting its values and principles.
Desirable
- Work experience in French-speaking African countries
- Knowledge of the Italian language
- Previous experience with COOPI and knowledge of its procedures
