Niger – Project Manager At COOPI – Cooperazione Internazionale

COOPI is looking for a Project Manager in Niger

COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry. COOPI currently works in the Diffa region in the areas of protection, mental health, and education in emergencies, in Niamey and Agadez in mixed migration with the management of the crossing boxes and the psychosocial support of refugees and migrants, in the Tillabéry and Tahoua regions with interventions in the field of nutrition / health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation ( AICS ), USAID / BHA, SRF and United Nations agencies ( UNHCR, UNICEF, IOM ).

Objective of the position

Under the supervision of the Program Load, the Project Manager will be responsible for ensuring the correct implementation of the project as well as administrative, logistical and human resources management, in compliance with the commitments made with the beneficiaries and the donor.

Responsibilities

Project management

  • Program and control the progress of the activities provided for in the contract, in collaboration with the project staff
  • Prepare the operational work plan and project documentation for possible changes to the initial plan
  • Ensure regular updating of project financial data in accordance with the financial data of the country administration
  • Ensure that project monitoring systems are in place and effective and ensure the monitoring of indicators and activities
  • Regularly monitor the proper implementation of all activities in the field, with transmission of information on a periodic basis and as required
  • Prepare all required technical and financial reports, reports and forward them to coordination for validation
  • Develop a capitalization report of the experience developed in the project
  • Ensure good institutional relations with beneficiaries, project partners, local authorities and the bottom donor
  • Represent directly or organize the regular representation of COOPI to clusters and technical groups associated with the project
  • Ensure compliance with COOPI procedures and the donor in all activities and actions related to the project, operational, administrative, financial or logistical

Administrative / financial responsibilities

  • Plan the expenses to be made
  • Check the consistency of expenditure in relation to the project budget
  • Regularly control the expenses incurred and supervise the accounting and cash management and the project account using the COOPI management tools
  • Prepare the project purchase plan

Logistics / security responsibilities

  • Supervise and organize the good preparation of the material resources necessary for the execution of the project
  • Ensure the proper management of the assets acquired for the project
  • Control effective compliance with security procedures by all project team members
  • In connection with the Country Coordinator and the Logistics Coordinator, analyze the security situation in the project intervention area and decide on the actions to be implemented, if necessary, in relation to the security plan

Human Resources

  • Organize and document the recruitment of the project technical team, in collaboration with the administration and the HR manager
  • Manage the assigned staff on the project, following the work plans of each staff
  • Redesign any behavior that does not comply with COOPI regulations, policies and procedures
  • Organize / host weekly project team coordination meetings and share minutes with Country coordination
  • Perform periodic staff evaluation and refer to country coordination

Communication

  • Support for the production and dissemination of COOPI communication and visibility tools and products in Niger ( newsletter, project sheets, brochures, success stories, photos / videos, etc. )
  • Data collection and information necessary in collaboration with field teams to feed communication products

Other tasks

  • Skills building / coaching of local implementation partners
  • Ensure the quality of activities through technical support
  • External representation: other members of the consortium, Clusters and associated technical groups, thematic working group meetings

Applicant profile

Essential

  • Studies in Political Sciences, Development or Humanitarian Aid or connected domains
  • Professional experience on the ground in the field of development cooperation / humanitarian aid 3 years
  • Knowledge of the project cycle, the world of humanitarian aid and development cooperation
  • Ability to work in a team and in a multicultural environment
  • Excellent relational and communication skills
  • Good command of current software ( Word, Excel, Power Point )
  • Excellent command of the French language, written and spoken, and knowledge of the English language
  • Excellent editorial skills in French
  • Sense of organization and teamwork, flexibility
  • Ability to work under pressure, in autonomy and in an often uncomfortable environment
  • Previous experience in the field of protection / SMSPS in humanitarian context
  • Respect of COOPI values / mission

Desirable

  • Previous experience in French-speaking African countries
  • Previous experience with COOPI and knowledge of its procedures and tools
