COOPI is looking for a/e Chef/fe de Projet in Niger
COOPI has been present in Niger since 2012 with a coordination office at Niamey, and bases land in Diffa, Agadez, Tahoua, Maradi and Tillabery. Currently, COOPI works in the Diffa region in the areas of protection, Disaster Preparedness, mental health, and’Education in emergency situations, in Niamey and Agadez in the mixed migration with the management of the passage boxes and the’ psychosocial support of refugees and migrants, in the regions of Tillabery and Tahoua with interventions in the field of nutrition/health and’education of’urgence, in Maradi with a protection project. The main donors are ECHO, L’European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and the agencies of the United Nations (UNHCR, UNICEF, IOM).
Position objective
Under the supervision of the Programme Manager, the Project Manager will be responsible for ensuring the correct implementation of the project as well as the administrative, logistical and human resources management, in compliance with commitments made with beneficiaries and the funder. The position is based in Tillabery.
Responsibilities
Project management
- Program and control the activities provided for in the contract, in collaboration with the project staff
- Prepare the operational work plan and project documentation for potential changes to the initial plan
- Ensure that project monitoring systems are in place and effective and monitor indicators and activities
- Regularly monitor the proper implementation of all field activities, with reporting on a periodic basis and as required
- Prepare all required reports, technical and financial reports and forward them to the coordination for validation
- Develop a report of capitalization of the experience developed in the project
- Ensure good institutional relations with the beneficiaries, the project partners, the local authorities and the donor
- Directly represent or organize the regular representation of COOPI to the clusters and technical groups associated with the project
- S’ ensure compliance with COOPI procedures and the funder in all activities and actions related to the project, operational, administrative, financial or logistical
Administrative/financial responsibilities
- Planning the expenses to be made
- Control the consistency of expenditure with the project budget
- Regularly monitor expenditures made and supervise the accounting and cash and project account management using COOPI management tools
- Prepare the project’achat plan
Logistical responsibilities/security
- Supervise and organise the proper preparation of material resources necessary for the’ execution of the project
- Ensure the proper management of the assets acquired for the project
- To monitor the effective compliance with safety procedures by all members of the project team
- In conjunction with the Country Coordinator and the Logistics Coordinator, analyze the security situation of the project intervention area and decide on the actions to be implemented, if necessary, in relation to the security plan
Human Resources
- Organize and document the recruitment of the’technical team of the project, in collaboration with’administration and HR manager
- Manage the staff assigned to the project, following the work plans of each staff
- Reframe any behaviour that does not comply with COOPI regulations, policies and procedures
- Organize /animate weekly project team coordination meetings and share minutes with the Country coordination
- Conduct periodic staff assessment and refer to country coordination
Communication
- Support for the production and dissemination of COOPI communication and visibility tools and products in Niger (newsletter, project sheets, brochures, success stories, photos/videos, etc.)
- Collection of data and information necessary in collaboration with field teams to feed communication products
Other tasks
- Capacity building /coaching of local implementing partners, where appropriate
- Ensure the quality of activities through technical support in kind
- External representation: other members of the consortium, Clusters and associated technical groups, thematic working group meetings
Communication
- Support the production and dissemination of COOPI communication and visibility tools and products to the lessor (newsletter, project sheets, brochures, success stories, photos/videos, etc.)
- Collect data and information needed in collaboration with field teams to feed the communication products.
Candidate profile
Essential
- Studies in Political Science, Development or Humanitarian Aid or connected domains
- Professional experience on the ground in the field of development cooperation/humanitarian aid 3 Years old
- Knowledge of the rules and procedures of ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and the agencies of the United Nations (UNHCR, UNICEF, etc, IOM)
- Knowledge of the project cycle, the world of the’ humanitarian aid and development cooperation
- Ability to work as a team and in a multicultural environment
- Excellent communication and relationship skills
- Good knowledge of common software (Word, Excel, Power Point)
- Excellent command of the French language, written and spoken, and knowledge of the English language
- Excellent writing skills in French
- Meaning of’organization and teamwork, flexibility
- Ability to work under pressure, independently and in an often uncomfortable environment
- Previous experience in the field of protection/SMSPS in humanitarian context
- Compliance with COOPI values/mission
Desirable
- Previous experience in countries of’French-speaking Africa
- Previous experience with COOPI and knowledge of its procedures and tools
- Technical experience in the DRR sector
