Acted responds to the humanitarian needs of particularly vulnerable displaced populations present in the regions of Diffa and Tillabery. This situation, linked to the conflict in northern Mali or the Lake Chad crisis, weighs on pre-existing basic services and the natural resources of the host populations. Acted teams have been mobilizing since 2012 with water and sanitation programs, and with projects supporting economic and agricultural resilience.
Main role and responsibilities
The Country Transparency and Compliance Manager is a key member of the country management team. He/she is responsible for audit management of Acted in the country and under the authority of the Country Director.
He/She is in charge of (i) controlling, through a risk-based audit approach, the implementation of Acted processes in compliance with Acted procedure guides, specific donor procedures, best practices and national laws in the country concerned; (ii) develop and actively contribute to action plans to mitigate risks identified with country coordination, manage priorities, budgetary constraints and organizational context.
He/She provides technical support and works to build the capacity of FLATS teams in the country to implement the action plan and resolve issues.
He/She also provides technical support for strategic external donor audits, the preparation and monitoring of due diligence.
He/She must comply with and ensure compliance with the audit code of conduct.
Main responsibilities
Internal Audit Management
- Implement the approved national internal audit plan: conduct and supervise internal audit missions adopting a risk management approach
- Control the implementation of Acted standard guides and the FLAT system in the capital, the zones and at partner level
- Monitor compliance with country rules and legislation
- Provide support to mitigate risks identified as “high risks”
External audit: Ensure monitoring and preparation of external audits and due diligence
Training sessions / lessons learned / best practices
- Training and skills building
- Contribute to proactive dissemination and use of lessons learned

Qualifications and skills required
- Higher diploma in Audit, Finance, Management Control, International Relations, Law or related to the position offered;
- 3 to 4 years of experience in audit (external and/or internal), finance, logistics, administration or law;
- Previous experience in the humanitarian aid and development sector is an asset;
- Strong management and training skills;
- Strong negotiation and interpersonal skills;
- Know how to demonstrate flexibility, dynamism, autonomy;
- Ability to work in stressful situations and under pressure;
- Excellent level of English, written and spoken;
- Previous experience abroad is an asset.
Conditions
- Salary defined by the Acted salary scale according to the level of studies, expertise, level of security and level of experience: between €3,000 and €3,200 net monthly (before income taxes)
- Monthly living expenses allowance $300
- Guesthouse accommodation and food covered by Acted
- Social security, mutual (MSH) and repatriation assistance (SOS International) supported by Acted
- Transport to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
- Visa fees covered by Acted
- R&R every 3 months (plane ticket covered up to $500 + additional compensation of $200)
- One week of preparation for departure including 4 days of immersion safety training
- Possibility of having a 30-minute call with a tax consultant
- Psychological support (meeting with a professional)
