Solidarités International (SI) is a French non-governmental organization (NGO), independent of any political, economic, ethnic, or religious affiliations. SI is particularly dedicated to combating water-borne diseases, the leading cause of death worldwide. The organization offers expertise in access to safe drinking water, sanitation, hygiene promotion, and food and livelihood security. SI operates in more than 23 countries, with a team of 2,400 individuals, including expatriates, national staff, permanent headquarters staff, and volunteers.

ABOUT THE MISSION

Since 2016, SI has been operating in Northeast Nigeria to address the needs of the affected population. SI’s multi-sectoral response focuses on meeting the immediate needs of individuals impacted by conflict, epidemic outbreaks, and climate shocks, as well as responding to the basic needs of the most vulnerable by improving access to essential services. Additionally, SI aims to strengthen the resilience of the population to better prepare for and recover from shocks. To achieve this, SI concentrates its efforts on Water, Sanitation, and Hygiene (WASH), shelter, and Food Security and Livelihoods (FSL) activities. These activities include water supply, sanitation, waste management, hygiene promotion, and the distribution of shelters and Non-Food Items (NFIs). Under this grant, the activities are implemented in two Local Government Areas (LGAs) in Borno State: Monguno and Ngala. In response to emergency alerts, SI also operates these actions through a Rapid Response Mechanism, with its emergency team, in multiple additional LGAs within Borno State.

PURPOSE OF THE CONSULTATION – ABOUT THE MARKET

The primary objective is to assess the SI project funded by BHA, aligning with the objectives outlined in the approved proposal. The evaluation will focus on evaluating the program’s performance, relevance, effectiveness, immediate impacts, and sustainability. The consultant will identify best practices, lessons learned, successful strategies, and areas for improvement, providing strategic recommendations to enhance future programming quality for SI and USAID/BHA.

This Summative Performance Evaluation, or end-of-project evaluation, pertains to the project titled “Improved Access to Basic WASH and Shelter Services for IDPs and Host Communities in Northeast Nigeria.” The evaluation will be conducted by an external individual consultant or firm under the oversight of the Deputy Country Director (DCD) of Programs, with support from SI’s Monitoring, Evaluation, Accountability, and Learning (MEAL) program coordination.

Specifically, this final evaluation aims to:

  • Evaluate the alignment of SI’s country strategy with the evolving funding dynamics and programmatic approaches of BHA in Nigeria.
  • Assess the extent to which the interventions under the activity adhered to planned implementation and achieved their intended goals, purposes, and outcomes.
  • Verify the reach of SI’s interventions among the intended target groups and individuals within the designated areas.
  • Evaluate progress towards achieving objectives, indicators, and targets, including the appropriateness of the targeting strategy employed.
  • Identify lessons learned and propose practical and innovative program options for sustainably assisting the affected population through integration and/or relocation.
  • Determine the best practices employed by SI during the program implementation period.

REQUIRED PROFILE

This evaluation may be conducted by either an individual consultant or a team of consultants. The necessary qualifications and experience include:

  • Relevant degree (A post-graduate degree in Humanitarian Studies, Disaster Management, Development Studies, or a relevant Social Sciences discipline) / equivalent experience related to the evaluation to be undertaken.
  • Previous evaluation/research experience in the region more specifically in Nigeria
  • Knowledge of WASH (preferably), Shelter, Emergency response, Economic Development & Livelihood Projects/programming with relevant experience for multi-sectorial and integrated approaches
  • Significant field experience in the evaluation of humanitarian / development projects in similar themes
  • Significant experience in coordination, design, implementation, monitoring and evaluation of programs. Experience in OECD- Criteria based evaluations. At least 5-7 years of experience in conducting evaluations of emergency and humanitarian programs
  • Familiarity with international quality and accountability standards applied in emergencies
  • Strong analytical and conceptual skills
  • Experience in using participatory methodologies and developing equality and gender-sensitive evaluation methodologies
  • Experience with OFDA/BHA-funded projects is an advantage
  • Excellent facilitation, coordination, negotiation, and oral and written communication skills in English (particularly report writing)
  • Experience in assessing organizational capacity and gaps and ability to recommend corrective measures.
