Northern Caribbean Rapid Labor Market Assessment Consultant At HIAS

POSITION SUMMARY:

HIAS Aruba is seeking a consultant to conduct a remote Rapid Labor Market Assessment for forcibly displaced populations in the northern Caribbean region, with a focus on the Bahamas, St Maarten and Turks and Caicos. The aim of this project is to identify sustainable pathways for economic integration of refugees and migrants in the above-mentioned labor markets. The assessment will map potential economic sectors demonstrating demand for both skilled and unskilled labor. In addition, the assessment will map the existing skills of refugee’s asylum seekers and migrants who were identified by UNHCR, receive Cash Based Intervention (CBI) and Mental Health and Psychosocial Services (MHPSS) services from HIAS, and identify existing pathways through appropriate training, capacity building and certification that can facilitate their integration into the local labor market.

The Regional Technical Advisor, Economic Inclusion and CVA Programming, LAC will supervise the researcher. The researcher will hold weekly meetings with the Country Director, HIAS Aruba and hold bi-weekly internet briefings with the Regional Technical Advisor. The Director, Economic inclusion will support as necessary. The overall goal of the Labor Market Assessment proposed is to provide evidence-based information on potential economic inclusion programs that can be implemented by governments, the private sector, and the humanitarian sector on the islands.

OBJECTIVES & DELIVERABLES:

Objectives

  • To present a potential route of employability for the target population to support their economic inclusion in the three Countries and territories.

Deliverables

  • Labor profile of refugees, asylum seekers and migrants participating in the program.
  • Summary of current labor market needs, and opportunities identified in the three locations.
  • List of potential partners providing technical capacity building and certification facilitating economic integration.
  • A suggested route of employability for self and wage employment for forcibly displaced population in the selected Territories. The Labor Market Assessment consultant will collect data on existing skills of refugee’s asylum seekers and migrants participating in the program through individual interviews or surveys.
  • Using existing publications and interviewing key stakeholders on the selected territories, the consultant will conduct a short desk review providing information on existing legal labor frameworks for integration of refugee’s asylum seekers and migrants in the three territories.
  • The assessment in relation to Turks & Caicos and Sint Maarten will be done remotely. The consultant will travel to the Bahamas to conduct an in-country assessment (5 Days).

QUALIFICATIONS & REQUIREMENTS:

  • Master’s degree in Economics, Development Economics or Labor Economics preferred (extensive experience with labor market assessments will also be considered).
  • Experience in conducting economic assessments.
  • Experience working on economic integration of refugees, migrants, or marginalized groups.
  • English fluency is required; proficiency in Dutch and Spanish are an advantage.
  • Ability to work independently.
  • Good communication skills and culturally sensitive.
