Terms of Reference

Consultancy for office space planner/designer for the new office space of FHP Tagalog Region

1. Background:**

Food for the Hungry Philippines has been operating in the Philippines since 1978. Its headquarters is located in Dasma Corporate Center, Dasmarinas St., Binondo, Manila. FHP has three regional offices. The Tagalog Region covers Malabon, Navotas, and Norzagaray, Bulacan. The Bicol Region covers select municipalities of Camarines Norte. And the Eastern Visayas Region is operating in La Paz, Leyte and Basey and Marabut, Samar. The Tagalog Region moved to its new location this year. It is now holding office at 4th Flr CAI Sports Center Bldg no. 36 8th Street, Caloocan City. The owner of the building is also the owner of the old building where the Tagalog Region held office for more than two years. Old and new furnitures and fixtures, office equipment and other supplies and materials currently occupies the office space. There is a small pantry space and dining space for the staff.

However, the tables and layout of the office needs improvement. Also, in keeping with the FH’s branding, the FH green tone should be considered and blended together in the office space.

2. Office Space specification summary:
Total office space: Approx. 250 sq.m/1 floor only

  • Entrance/Reception area
  • 2 open space separated by a concrete divider where tables, chairs, cabinets and other furniture and fixtures are placed
  • A small pantry space is located at the back of one open space
  • Storage area is located outside the office space and located at the back portion of the building

3. Objective(s):

The objective of this consultancy is the provision and execution of approved interior design concepts for the placement of enclosed dividers and placement of office furniture and fixtures to improve the look and maximize the available open space for staff and visitors. The consultant is expected to provide solution for space layout and desk/furniture placement and provide guidance on office move planning and supervise its implementation. The consultant is expected to work closely with the Tagalog Regional Manager, Admin/Procurement Manager, and other personnel who will be hired to assist in the office renovation.

4. Specific activities to be completed to achieve the objectives:

a) Layout design, drawings and furniture proposal.

− Identify the requirement of space, suitable office layout, furniture and equipment (e.g. shelves, window blinds, etc.) to be relocated/purchased.

− Provide a number of options for layout, develop architectural and interior design drawings based on the needs and specific requirements.

− Liaise with Regional Manager and Admin/Procurement Manager to obtain the necessary authorization from concerned local authority or office building owner if necessary.

− Advise and make recommendations to FHP on any principal changes that the consultant might foresee while the office renovation is ongoing.

− Review renovation progress against the scheduled progress and advise FHP on any areas of potential delay and proposed actions to mitigate such delay.

b) Provision, solicitation of furniture & office equipment

− Provide technical support and written recommendation as supporting document for the request of funds for furniture and office equipment purchase.

− Develop bills of quantities with specification of quality and types of furniture/office equipment required.

− Advise FHP Regional Manager and Admin/Procurement Manager on implementation status if the work progress is behind schedule.

c) Office layout & desk/furniture placement

  • Propose efficient office layout and desk/furniture placement

d) Implementation and turnover of the approved design layout.

5. Specific outputs/products/results with specific delivery dates:

  • Satisfactory completion and execution of the interior office design plan and office furniture and equipment identification
  • Effective periodic work progress reporting to FHP.
  • Submission of comprehensive project completion report at the end of the project.

6. Qualifications and/or specialized knowledge/experience required and desirable for undertaking the assignment:

i. Academic qualifications: Advanced degree in interior design, architecture, engineering and/or other related fields and a working license in the Philippines.

ii. Experience: At least 5 to 10 years of experience in the area of architectural/interior design pertaining to architectural/interior design programming, conceptual design, schematic design & design development, construction documents and others as relevant. Experience pertaining to a diverse range and scale of projects including commercial/organizational premises.

iii. Architectural design/remodeling experience of office spaces is highly desirable.

iv. Full understanding of applicable architectural and construction codes/norms.

v. Language: Full proficiency in spoken and written Tagalog and English languages.

7. Duration of the consultancy:

September 16, 2021 to October 31, 2021
