Officer, Federation-wide Data Analyst At International Federation of Red Cross And Red Crescent Societies

Job Purpose

1) support the global Federation-wide Data and Reporting System (FDRS) team of IFRC and 2) contribute to the Federation-wide data System related to the IFRC’s Ukraine and impacted countries crisis Emergency Appeal. The Federation-wide Data System Officer will be a member of the global FDRS team in Geneva, and as such, will be embedded in the Planning, Monitoring, Evaluation and Reporting (PMER) and Quality Assurance unit of the Europe Regional Office, which is leading on all PMER and FDRS-related processes for the Ukraine and impacted countries crisis operation. This role supports the IFRC’s commitment to making data-informed operational decisions and to being an accountable and trusted humanitarian actor, and a partner of choice for governments and international partners.

The position will include, among others, the collection, validation, analysis and visualization of financial and programmatic data of National Societies conducting domestic or international response operations as part of the Ukraine and impacted countries crisis. The position holder will also be responsible to contribute to maintaining data management System, and preparing reports under the supervision of the Federation-wide Senior Data Analyst.

As a member of the global FDRS team, the Officer will play a key role in contributing to the establishment of a databank of objectively analyzed National Society capacities and in promoting self and partner awareness, as well as facilitating Federation-wide monitoring and reporting in a consistent and transparent manner. The Officer will work to ensure that data informs operational decision making, highlights successes and gaps, and supports global communication and positioning of the IFRC network in the response.

The Officer will collaborate with PMER and Information Management (IM) staff members in impacted countries, IFRC country and country cluster delegations, as well as National Societies to enhance reporting rates and maintain minimum standards of data quality. The Officer will receive guidance and support from the Global FDRS team, including the Coordinator for the Federation-wide Databank and Reporting System, and work closely with the team of data analysts there.

The Officer will report directly to the Federation-wide Senior Data Analyst in the Europe Regional Office and will have a technical line management relationship with the Coordinator for the Federation-wide Databank and Reporting System, ensuring full alignment with the FDRS framework and standards.

The position holder will also be expected to contribute to related tasks in any other major emergency in the Europe region.

Requirements:

  • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.
  • Demonstrated work experience (3+ years) especially working on large scale data collection, management, analysis and visualization and delivering on targets successfully.
  • Strong background in the management of quantitative and qualitative data for the humanitarian sector.
