Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The Strategic Planning Department is part of the Office of the Secretary General.

The Officer, Federation-wide Data Collection and Analysis, is part of the Federation-wide Data Systems (FWDS) Unit in the Strategic Planning Department in Geneva.

The FWDS team leads Federation-wide data collection, validation, and analysis – including systems development – working with focal points from 192 National Societies and IFRC Geneva, Regional and Country Offices and is aimed to be increasingly used to feed Federation-wide planning and reporting processes. The Officer, Federation-wide Data Collection and Analysis will be a member of the Global FWDS team. This is a Geneva based position with global responsibilities.

Job Purpose

The Officer, Federation-wide Data Collection and Analysis, has the primary task to oversee Federation-wide data collection, validation, and analysis efforts with a particular focus on quality control. This includes all actions from coordination of inputs, workflow and process monitoring to developing data quality dashboards.

Furthermore, the Officer, Federation-wide Data Collection and Analysis will manage the team’s interns, including managing their recruitment and onboarding, and will work with PMER colleagues in the different IFRC offices to improve reporting rates and ensure minimum standards in data quality.

The Officer, Federation-wide Data Collection and Analysis, will continuously seek to improve existing processes to better disseminate collected data and making it useful to National Societies and IFRC Secretariat colleagues. This includes development of analysis dashboards and country summaries in support of various Federation-wide processes.

The incumbent will directly report to the FWDS Manager.

Job Duties and Responsibilities

Data collection, validation, and visualization

  • Coordinate Federation-wide data collection and validation processes with other FWDS team members, as well as colleagues from the wider PMER and technical teams; monitor engagement, compliance, and quality of inputs – escalating any significant issues to the FWDS Manager.
  • Support efforts of visualization of data received from National Societies, creating easily sustainable data ingestion pipelines and dashboards.
  • Respond to additional data analysis and visualization requests within the IFRC Secretariat.
  • Ensure regular dashboard updates and ensure effective quality control of data pipelines and information shared.

Data analysis and reporting

  • Support the Manager, FWDS, in coordinating the development of the annual “Everyone Counts”.
  • Support Federation-wide data analysis and reporting, as needed.

Global coordination and guidance

  • Support the FWDS Manager in further developing Federation-wide data collection, data validation, and reporting tools.
  • Support the organization of feedback and lessons learned sessions with different stakeholders to actively improve data collection and validation processes and tools.
  • Coordinate the updating of existing guidance to National Red Cross and Red Crescent Societies, notably the FDRS user guide and the technical note on counting people reached.
  • As required, support PMER teams in running global and regional online sessions with National Societies and colleagues to roll-out tools and guidance. Promote quality contributions from NSs.
  • Work towards improving engagement with technical departments and sectoral focal points throughout the data collection and validation process by ensuring that the engagement and validation matrix is reviewed, improved, and accessed by all stakeholders.
  • Monitor engagement with NSs and with other colleagues and ensure proper communication through monitoring the fdrs@ifrc.org team mailbox.

Management, recruitment and onboarding of interns

  • Directly manage the 3 interns data analysts of the team in Geneva.
  • Manage recruitment processes for the 3 interns and ensure no vacancy at turnover time.
  • Ensure all interns are fully onboarded into Federation-wide data systems tools, processes, and guidelines and have a clear distribution of roles and responsibilities.
  • Ensure all interns receive the appropriate accompaniment and support for their professional development.

Data protection, responsibility, and accountability

  • Promote a culture of accountability with management and across all sectors.
  • Ensure a responsible processing of data using ethical standards and data protection principles throughout the process, avoiding over-collection, misuse or loss of data.
  • Actively work towards increasing usability of data for evidence-based decision making and to remain accountable to people we serve, partners, and other stakeholders.

Common tasks across FWDS team members

  • As part of the FWDS team, carry out other common tasks such as managing the common mailbox messages, answering general queries, ensuring a proper documentation system, and supporting other team members as needed.

Duties Applicable to All Staff

  • Work towards the achievement of the IFRC Secretariat’s goals.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Requirements

Education

Required

  • University degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc.

Preferred

  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience.

Experience

Required

  • At least 3 years of experience working as Data Analyst, developing and implementing of global systems and tools to optimize current business processes and facilitate data collection, validation, and reporting.
  • Strong background in the management of quantitative and qualitative data for the humanitarian sector.
  • Demonstrated experience of working on large scale data collection, management, analysis and visualization as well as experience delivering on targets successfully.

Preferred

  • 2 or more years’ experience working for the RCRC Movement.
  • Experience working in an emergency response context.

Knowledge, skills and languages

Required

  • Excellent written and oral communication, organizational and presentation skills in English.
  • Confident in using advanced functions of Excel, Tableau, and Power BI. Other data analysis, visualization, and mapping tools would be a plus (e.g. Stata, R, Python, D3, CARTO, QGIS).
  • Ability to develop and maintain KoboToolbox / ODK forms (xls forms).

Preferred

  • Good command of another IFRC official language (French, Spanish or Arabic).
  • Experience using Python, DAX, or R and using collaborative platforms (e.g. GitHub).
  • Experience with designing and using PMER concepts, tools, and best practices.
